Bobb Life Enrichment Agency March 27, 2001 INFORMATIONAL REPORT ON MONTCLAIR GOLF COURSE CONCESSION ON MODIFICATIONS TO THE PROTECTED TREES ORDINANCE, A REVIEW OF THE TREE SERVICES SECTION’S TREE PRUNING SCHEDULE, IDENTIFYING THE AMOUNT OF FUNDING NEEDED FOR THE TREE SERVICES SECTION AND COMPUTERIZING THE CITY OF OAKLAND’S STREET TREE INVENTORY AND WORK RECORDS.

SUMMARY This informational report has been prepared in response to the Life Enrichment Committee’s request for a status report on the Montclair Golf Course Concession and the proposed capital improvements. FISCAL IMPACT There is no fiscal impact. This is an informational report. BACKGROUND The Montclair Golf Course (MGC) Concession agreement was approved in 1997 with the provision that the 20-year term shall end on the last day of the twentieth year from the date written notice is given by the City that the landslide repair is complete. The landslide repair was completed and notice was issued on December 15, 1999. Therefore, the concession agreement is in full force and effect. The agreement requires the concessionaire to make $1,048,000 in capital improvements within 24 months following December 15, 1999. At the May 11, 1999 Finance and Management Committee meeting, the concessionaire’s architect presented information regarding the Montclair Golf Course Master Plan. The Master Plan includes: - Driving range netting system - Range Deck Replacement

Page 2 - Driving Range Re-grading - Pro-Shop Expansion and Renovation - Restaurant Expansion and Renovation - New Entrance Signage and Lighting - 9-hole Golf Course Renovations - Putting Green Re-construction - Parking Lot Re-construction The City Council subsequently approved the Montclair Golf Course Master Plan. The concessionaire has completed the installation of the driving range netting system that consists of a new net across the driving range and along the northern edge (parallel to Park Boulevard). This prevents the loss of golf balls from being balls hit into inaccessible areas and landing on rocky outcrops that causes golf ball damage. The concessionaire has submitted and received building permits for the driving range deck and clubhouse renovations. The concessionaire has shown proposed plans to numerous general contractors, but no contractor had been selected at the time this report was written. The availability of qualified contractors is limited given the current market conditions. This is affecting the concessionaire’s ability to start the construction. KEY ISSUES 1. Construction Costs - During the past two years, construction costs have risen between 15-20% due to labor constraints and increased wood product costs. Staff will work closely with the concessionaire to monitor construction costs as the renovation project progresses. 2. Landslide Repair – The landslide repair project was completed in December 1999 and has performed as designed. Minor amounts of silt and ground water drain onto the parking lot especially after winter storm events. The Friends of Sausal Creek have planted native plants on the repaired hillside to help reduce the amount of soil erosion. 3. Park and Ride Lot – CalTrans has proposed to build a “park and ride” lot along Park Boulevard just above the driving range. A portion of the proposed project will encroach on the golf course property but does not appear to affect its operations. There could be a slight loss of open space as a result of this project. 4. Financial Performance – For the fiscal year ending June 2000, the concessionaire reported $1.159 million in total revenues which represents a 19.8% increase over the previous year. The rent paid to the City was $66,980 or 9.1% more than the previous year. For the first half of this year, total revenues are 10.7% lower and the rent paid to City is 4.2% lower than the same period last year.

Page 3 ENVIRONMENTAL OPPORTUNITIES The concessionaire, City staff and the Friends of Sausal Creek are working together to improve water quality in Sausal Creek and to promote the planting of native trees and shrubs. The recent installation of the driving range net may provide new planting opportunities in areas behind the net because volunteers can work without fear of being hit by errant golf balls.

SENIOR AND DISABLED ACCESS The architect is working closely with the City’s ADA staff to ensure access to the driving range deck. A wheelchair lift is being proposed to meet ADA requirements. RECOMMENDATION It is recommended that the City Council accept this quarterly report on the Montclair Golf Course. _________________________ DR. GEORGE G.
