Mt Scott Arleta Neighborhood Neighborhood Association – Feb. 7 , 2012

Meeting started at 6:30 p.m.

Jeannie from the Mt Scott Community Center said programs are very full lately, and there is a $5 5K run event coming up this summer, it’s free for kids, and $5 for adults.  adults.   SE Portland Neighborhood Food Project – Project – will be a topic of conversation in March. Owen from SE Uplift (SEUL) briefed the group on the status of the Wikman Building (formerly Arleta Library). Rose CDC and SEUL are looking to gain ownership of the property; feasibility feasibility study is being done. There will be a new 501(c)3 created to buy the property. Thu., Feb. 8th at 6:30, at Y Arts Center is the next public meeting. SEUL and Rose CDC are seeking funds from the PDC to determine zoning changes that might be needed – needed – they are raising $3000 to unlock a much larger grant from Portland Development Commission (Development Opportunities Service grant). SEUL is formally requesting the MSANA donate $300 to the Rose CDC to help fund this study. Dan Portis-Cathers moved that the NA allocate $300 to the fund for the Wikman Building, and the Special Projects and Land Use budgets will split the funds donated. Motion passed unanimously. Foster Lents Integration Partnership Update – this is a partnership of city bureaus for Foster from 52  –   – 

122ndAves. Jonathan Brandt represents the MSANA to this group. Feb. 28 th, from 6-9 p.m., in the Wikman Building (4420 SE 64 th Ave.) is the next public meeting. The FLIP also has a “virtual town hall” with information about the project and a way to give feedback online regarding priorities for funding. Jonathan says that this will be an opportunity to confirm that the priorities identified for funding are appropriate. Neighborhood Reports: SEUL  – – Scott Vala reported on Small Neighborhood Grants. SEUL is celebrating those neighborhood

grants recipients on Feb. 12th from 6:30 – 6:30 – 8:00 p.m. The City and SEUL are hosting a Feb. 16 th  Sustainability Workshop on city greenspaces and neighborhood projects on them (http://www.portlandonline.com/index.cfm?&cal=DisplayEvent&event_id=67082&c=29642). SEUL is also working on outreach to build a stronger plan for neighborhood communication communication with probably fewer staff members. The SEUL board will also be experiencing experiencing a lot of turnover soon. Arleta School Garden got a grant from SEUL to do a lot of grounds planning with the school community.

There is a lot of energy going in different directions, directions, so this will hopefully focus those efforts. There is also a Depave project at the site to pull up some of the pavement at the school. This project will be happening from now until June. Jonathan Jonatha n would like the MSANA to to sign a Memorandum of  Understanding Understandin g with the Arleta School to take some of the responsibility responsibility for maintaining grounds of the school. Mainly, it would be supplying volunte volunteers, ers, making sure any new new trees are watered for two years, and raising funds for mulch needed for the project. Scott said that SEUL is looking to form a Schools Committee, but it can be difficult to make much headway with PPS on projects like these.

 

The alleyways improvement program is also going to be starting a pilot project: to look at how we could use alleyway spaces more effectively effectively / differently. Shawna said they have groups that organize alleyway cleanups on the weekend of the neighborhood neighborhood cleanup. cleanup. Erika said there are also plans for stree streett st cleaning around this same event. One neighbor said that his block at 71 and Harold held a block party (alley party) this summer and it helped encourage neighbors to trim weeds and clean up their alley. Anyone who wants to work on o n alleyway projects should talk to Jonathan Brandt. This Saturday at Zenger Farm, 1-3 p.m. is a Fruit Propagation class for anyone wanting to learn how to grow figs, grapes, etc. neighborhood od party – This Saturday, Feb. 9th at 3:30 p.m. will be the neighborho  – the neighborhood survey results will be presented, and there will be food, beer, wine, and live music. st

Foster Streetscape Plan has a meeting on Feb. 21 (6:30 at SE Works, 80 and Foster) coming up; the

City is creating conceptual plans for the streetscape. They have collected feedback on generic crosssections of the street design. From there, the options will be narrowed down to a few alternatives. Those materials will be posted on the Neighborhood Blog and comments can be sent via the Neighborhood Blog or via email to Erika (erikatakeabow at gmail.com) or Jonathan (portlandearth (portlandearthcare care at gmail.com). Erika and Jonathan have been submitting comments they receive to PBOT every time there is a meeting. Group discussed the ways that FLIP and the Streetscape plan interact. Portland Mercado site planning will be starting this summer and the MSANA has asked to be part of the

process. Anyone wanting to be involved can talk to Erika to be involved in that process.

Foot Patrol - Brad Taylor, a city crime prevention manager, is working with the neighborhood to offer

orientation on running running a foot patrol. One recent foot patrol patrol found several areas in need of attenti attention on (vehicles abandoned, graffiti, etc.) These patrols could be done more frequently – frequently  – to build community, community, and to put community on notice notice that people are paying attention to what’s happening. Next foot patrol will be next Wednesday, Feb. 13 th, 7-8:30 7-8:30 p.m. at O’Malleys at 64 th and Foster. The hope is that this foot patrol will morph into a neighborhood livability livability team that could remove graffiti and respond to those issues. Treasurer’s Report  – – we are halfway through the fiscal year and all board members received the

financials. Neighborhood Cleanup  – – the City funds the tipping fee for the dumpsters, and the neighborhood funds

other supplies. Shawna Shawna said volunteers are needed for for the first Saturday in May. Lisa Anne said that some neighbors had requested truck pickup since they don’t have a vehicle that could haul junk. Others had suggested street cleanups cleanups on the same day. Jonathan made the motion that the neighborh neighborhood ood sponsor (with Foster Powell) the cleanup and that it be held on the first weekend in May. The motion passed unanimously, and other neighbors generally approved of it also. Vicki from the Holgate Library said a collection of e-readers and tablets will be available tomorrow at 3 p.m. to try out and compare.
