SECTION 100

SECTION 100 (GENERAL INFORMATION)
100.1 Description
This is a carry-over league designed to give a sense of realism and continuity to the basic game of Fantasy
Football, simultaneously lending credibility to the term “Franchise”.
Team Owners are expected to show respect, proper etiquette, and good sportsmanship. Failure to do so will
result in (3) warnings, and removal from the league without a refund of any fees previously contributed to the
league. Depending on the severity of the allegations the commissioner reserves the right to terminate any
Team Owner without an official warning. This is only in extreme cases and will be not be done without proper
documentation of the incident. We are here to have fun.

100.2 Fees & Deadlines
The league fee is $35.00 (2016) which is dedicated to the Fantasy Prize Pool (Section 100.3). The Franchise fee
($35.00) are due at or before the time of the Draft.

100.3 Prize Pool (8 Teams)
This is a “Winner Take All” League. The low cost of a $35.00 Entry Fee prohibits winnings amongst distribution
of rewards for Runner Up, Division Champion, Best Record, Most Points and all other notable achievements. The
League Champion will be awarded the Grand Total of the entry fees in addition to any accumulative earnings
throughout the duration of the season (Transactional fees).

SECTION 101 (LEAGUE OFFICERS)
101.1 The Commissioner
The Commissioner is responsible for scorekeeping, reporting, accounting and other administrative duties
associated with operating a successful Fantasy Football League.











• Sets all dates and deadlines associated with payment of league and transaction fees. He is also
responsible for the enforcement of these deadlines, and for the implementation of disciplinary
measures, as necessary, to assist in said enforcement. Reserves the right to nullify any transaction
deemed to be detrimental to the integrity of League. All transactions must be confirmed and approved
by the Commissioner.
• Reserves final judgment on all league matters.
• Responsible for the production and distribution of the weekly “Commissioner’s Report”, and HoTRS
blog/website, social media posts, email communations, and marketing campaigns.

101.2 Assistant to the Commissioner
It is the duty of this officer to record lineup in the event that the Commissioner is unavailable in a given
weekend. This person shall be identified at the beginning of each season or a special circumstances dictate.

102.1 The Commissioner’s Reports
Commissioner will update the league with pertinent information via the HoTRS Website. There is also a
Facebook / Google+ page.

SECTION 200 (GENERAL INFORMATION)
200.1 The Franchise
A Franchise is composed of players and teams of the National Football League. Players, Coaches, and Teams
are selected at the Annual HoTRS Fantasy Draft.In a 2-conference league, every Franchise will play each of
the other Franchises exactly twice. Effective 2009, the schedule is set by the website host.s of 4 teams. East
Division, and West Division. Each team will be placed into a division post-draft in coordinance to their draft
pick placement. (i.e. 1st Round Pick: Nick (East); 2nd Round Pick: Greg (West); 3rd Round Pick: Kevin (East); 4th
Round Pick: Scott (West)... etc.).

SECTION 201 (THE SEASON)
201.1 The Schedule (17 Week NFL Season)
In a dual conference league, the Fantasy Regular Season shall be 14 weeks long. The top two (3) teams in each
conference make the playoffs, which occur during weeks 15, 16 of the NFL regular season, to determine who
will advance to the SFL Fantasy Bowl, held in Week 17. Each of the two regular season Conference champions
will have a bye during the NFL week 15, also referred to as the “Wildcard” round.

201.2 Match-ups
In a 2-conference league, every Franchise will play each of the other Franchises exactly twice. Effective 2009, the
schedule is set by the website host.

SECTION 202 (POST-SEASON / PLAYER PROTECTIONS)
202.1 Definition
Player may be “carried over” from one season to the next. Protected players are designated on Draft Day, at and
PRIOR to the Draft itself.

202.2 Eligibility Restrictions and Franchise Tag
Defensive / Speacial Teams or Coaches may not be protected. All other players are eligible for protection.
The Franchise Tag may be placed on one (1) player from your existing line-up. Anyone who chooses to place
a Franchise Tag on a player, by default they are giving up on their first round draft pick. If all team owners
choose to Franchise a player the draft will start on the 2nd round of the Draft. If all all but one owner decides to
Franchise a player, that team owner will be the only team owner to pick from the first round.

202.3 Injury Reserve Protection
In addition to the protectable players mentioned above, each franchise may protect up to two (2) additional
players on its’ Injury Reserve list. Additional fees will be processed for each Injured Reserve player. For every
player carried over from the previous season one player will need to be sacraficed from the draft.
If Protected Player (Injured Reserve), Natural Draft Pick in the 1st thru 5th round Then the 6th round pick will be
sacrificed in the next draft.
Natural Draft Pick 6th thru 10th Then the 11th round pick will be sacrificed in the next draft.
Natural Draft Pick 11th thru 20th Corresponding Natural Draft Pick
Free Agent pickupwill fall to the 20th pick, or next available Natural Draft Pick.

202.4 Summary
A Franchise can proected up to three (3) players, but it’s not mandatory to keep any players into the following
season.

Rosters

SECTION 300

SECTION 300 (GENERAL INFORMATION)
300.1 Definition
The standard roster size is twenty-two (22), not including Injured Reserve (IR). This may change due to player
transactions. This will allow for 10 active starters and 12 bench players.

300.2 Size Resrtictions
The Franchise active roster size shall not exceed twenty-seven (27) nor shall it fall below twenty (20) at any time.
When an active roster exceeds 27, that Franchise will be required to cut as many spots as necessary to again fall
within the roster size limits as outlined herein.

SECTION 301 (THE DRAFT)
301.1 Definition
The Fantasy Draft is where rosters are built. Players are selected from the rosters of the current NFL teams and
placed accordingly onto the selecting Franchise’s roster.

301.2 Duration
The Draft is 22 rounds.
* Supplemental rounds may be added at the conclusion of the standard 22-round Draft, contingent upon
whether any Franchise received a compensatory draft pick as a result of a transaction during the previous
season. Only Franchises with such compensatory picks will participate in a supplemental round.

301.3 Draft Day
The Fantasy Draft will be held one or two weeks prior to the opening day of the NFL regular season. Time and
location are TBA.

301.4 Draft Selection Order
The order of selection will be determined by random draw for the inaugural season; determined by reverse
order of finish for subsequent seasons. The order will be snake draft for the first year’s draft.

A Snake draft means that the draft order reverses at the end of each round. The picks will flow from
pick’s 1-8 then 8-1, 1-8 etc. through the entire draft. This is believed to make the draft picks a bit more
fair for team that draft 5-8.

301.5 Draft Requirements
There are no requirements in this area, except that players or teams drafted are listed in one of the official
publication (see section 601.2).
Each Franchise must account for all 22 rounds: No Franchise may leave the Draft early and forgo their late
round picks. There will be at least 176 total selections made, including player protections.

301.6 Time Limit
Each Franchise will have three minutes in which to make its’ selection in the 1st through 10th rounds.
For rounds 11 through 20, the time limit is 1 minute.
A Franchise which fails to make its selection within this allotted time will lose its turn and wait until the next
Franchise in order, makes its selection. The clock starts when the draft pick is posted on the draft board. - This
penalty clause goes largely un-enforced – Commish.

301.7 Drafting of Injured / Inactive Player
If, after the draft, and not before, it is determined that a drafted player is either

(a). Not on an active NFL roster

(b). On NFL Injured Reserve

(c). On the NFL Team’s PUP (Physically Unable to Perform) List

(d) Expected to be out for an extended period of time (determined by the Commissioner)
According to an Official Source (i.e. ESPN.com, NFL.com, TSN.com, FOX Sports.com, etc) the Franchise will be
allowed to release the player and select another at any position, to fill the roster spot.

301.8 Natural Draft Picks
Original draft picks are called Natural Draft Picks. These are the only draft picks that a Franchise may forfeit in
the case of a player protection. These picks may, also, be traded.

301.9 Aquired Draft Picks
Any draft pick which was acquired through a trade or as compensation for a waiver claim. These are draft
picks which do not fall within the category of “Natural Draft Picks.” These picks may not be forfeited for player
protections, but they may be traded.

301.9 Positions and Restrictions
Limits will placed on the amount of any one position a Franchise may hold on their roster. This will prevent from
position gouging and player hoarding. A Franchise starting line up will be 1 QB; 2RB; 2WR; 1TE; 1 Flex; 1 K; 1
Def/ST; 1 Head Coach
No franchise may hold more then (3 QB; 6 RB; 6 WR; 5 TE; 2 K; 3 Def/SP; 2 Head Coaches) on their roster at one
time. Only 1 Head Coach may be obtained in the Draft. If a franchise would like a secondary Coach they must
be obtained as a Free Agent pick up or trade. The Flex position may be the choice of a RB; WR; or TE.

SECTION 400 (GENERAL INFORMATION)
400.1 Definition
Any player movement between Franchises or within a Franchise is considered a Transaction.

400.2 Resrtictions
Each Franchise is allowed a MAXIMUM of one (1) non-trade transaction per week.

SECTION 401 (FREE AGENCY)
401.1 Definition
Free Agent is any player who was either not drafted in the fantasy draft, was released outright by a Fantasy
Franchise, clears waivers or is cut by its Fantasy Franchise.

401.2 Aquisition / Restrictions
A Franchise may sign no more than one (1) free agent per week, each and every week of the HoTRS Regular
Season, for a total of fifteen (15) possible signings. To make room for a free agent, a player or defensive /
special team must be placed on waivers (see section 402.2).

401.3 Execution
First come, first served! Free agents signed before his NFL team’s given game day & up to game time, that
week, are eligible to play that week.

401.4 Signing Periods
Each signing period begins at midnight on Monday and ends at Midnight the following Monday. The first free
agent signing period begins at 12:01 AM after the Draft and lasts until Midnight on the Monday of the first
“Monday Night Football” game.

401.5 Length of Contract
Newly acquired Free Agents must remain in the League for a minimum of three (3) weeks; they must have been
eligible to play for at least three weeks. There is no minimum length for a team’s contract with any particular free
agent.

401.6 Signing Fee
There is a $2.00 fee for each free agent signing.

SECTION 402 (INJURED RESERVED)
402.1 Definition
A player on a Franchise’s active roster who is declared “out” for the NFL season after, not prior to, that
Franchise’s acquisition of him may be placed on the Franchise’s Injured Reserve (IR) list. The IR for any Franchise
may not exceed two (2) players.

402.2 Player Replacement
When a Franchise places a player on the IR, it may sign a free agent AT THE SAME POSITION, at no cost, and
without placing another player on waivers.

402.3 Deadline
IR designations must be made by Saturday during HoTRS week 12.

402.4 Restrictions
Players on IR can not be traded. They may be released outright, bypassing waivers and becoming an
unrestricted free agent. In doing so, they lose their IR status. They may be signed and protected by another
Franchise, but only in accordance with the rules outlining free agency and player protection (see sections 401.0
and 202.0).

SECTION 403 (TRADES)
403.1 General / Restrictions
Trades must be reported to and approved by the Commissioner. There are no retroactive trades. There is no
limit to the number of trades that may be made by a single Franchise. If a trade is offered, a response is expect
whether there is interest or not. This allows the trader to make alternate arrangements if necessary.

403.2 Deadline
The deadline for all trades is the same as the lineup submission deadline for week 10 of the Fantasy season.

403.3 Physicals
Players involved in a trade must pass a physical, a.k.a. the USA Today injury report.

403.4 Special Circumstances / Waiver of Physical History
In a trade, a Franchise, which knowingly receives “damaged goods”, may unilaterally waive the physical health
requirements at the closing of the deal. The risk lies in the fact that the player may never help your team, but
you may give up less to get him. Ultimately KNOW the HEALTH STATUS of players your trading for!

403.5 New Team Eligibilty
Players acquired in a trade are immediately eligible to play for the new Franchise, in compliance with the lineup
submission deadlines for the week.

403.6 Trade Fee
There is a $3.00 fee, per Franchise, per player sent by that Franchise, in each trade. Traded draft picks count as
players traded.

SECTION 404 (RELEASE / DROP)
404.1 General
Only players on a Franchise’s IR may be released outright (see section 402.2).
Players may only be cut from a roster in order for a Franchise to meet the maximum roster size limit, as per
section 300.2. When a player is cut, they immediately become an Unrestricted Free Agent.

404.2 Drop Fee
There is a $1.00 fee per player cut.

SECTION 405 (TRANSACTION REPORTING PERIODS)
405.1 General
Information supplied to the Commissioner by midnight on Mondays throughout the season will be published in
that week’s Commissioner’s Report, released on Thursday.
Players waived will first be eligible to be claimed on that Thursday, as per the section regarding Waivers.
Players waived after midnight Mondays do not begin their waiver period until the following Thursday, as they
will not have been published in that weeks’ report.

SECTION 500

SECTION 500 (GENERAL INFORMATION)
500.1 Definition
Games are played weekly, in a head-to-head format, whereby the starting lineup of one Franchise competes
against the starting lineup of another Franchise.

SECTION 501 (STARTING LINEUP)
501.1 Definition
The starting lineup consists of one (1) quarterback, two (2) running backs, two (2) wide receivers, one (1) tight
end, one (1) flex (RB WR TE), one (1) kicker, one (1) defensive / specialty team and one (1) head coach. 10
starting positions.

501.2 Submission Deadline
The starting lineups must be submitted by before game time on Thursday or by Sunday. Lineup modifications
can be adjusted as many times as needed up til game time, but your lineup must be submitted before your
players’ games start. Failure to do so will result in the automatic use of the previous week’s lineup, by default.

SECTION 502 (POSITION ELIGIBILITY)
502.1 General
A player may be designated to start at any position he is identified at in any of the Official Publications (see
section 601.1).
NOTE: During the course of the season, a player’s designation may change. The player needs only to be listed
at a given position once to be eligible for that spot at any time during the season.

502.2 Multiple-Position Players
A player may start at no more than one offensive position in a given week.

The Scoring

SECTION 600

SECTION 600 (GENERAL INFORMATION)
600.1 Eligibility
Only those players included in the starting lineup can score fantasy points. There are no reserves used for
scoring.

600.2 Objective
Players are awarded fantasy points based on their weekly performance in the NFL. It is the objective of each
Franchise to have the most productive lineup in the league, as fantasy football relies upon head to head
competition, and he (or she) with the most points wins.

601.1 Definition
Official score will be determined by the data found in the box scores published in any of the Official
Publications of this Fantasy League.

601.2 Basic Scoring (Touchdowns)
QB passes for a TD 6pts; RB runs for a TD 6pts; WR / TE catches a TD 6pts; Defensive TD 6pts;
Special Teams TD 6 pts.

601.3 Kicker Scoring
Extra Point 1pt
FG, up to 39 yards 3pts; FG, 40-49 yards 4pts; FG, 50+ yards 5pts

601.4 Defensive / Special Teams
Aside from scoring Touchdowns, Other points may be awarded to Def/SPT such as sacks (1pt each), takeaways
(2pts each),

601.5 Yardage Bonuses
All offensive positions will be awarded yardage bonuses. (see website for complete breakdown).

601.6 Two-Point Conversions
Conversion Run 2pts; Conversion Pass 2pt; Conversion Reception 2pt
*Regardless of position; awarded to individual players. This includes botched or fake PAT kick attempts.

601.8 Negative Scoring
Interceptions thrown will result in -1 pt for every interception thrown.

601.9 Laterals (not designed reverses, options, etc.)
Due to the typically insufficient data found in the news publications and online regarding such plays, only the
player who actually scores the TD by way of a lateral will receive fantasy points.
ANY player scores TD on lateral 6pts.

601.10 Scoring Precedents
If a news publication gives a “Fantasy Football” scoring explanation, it shall be used to
make a ruling for that particular instance and all future instances like it.
Such reports brought to the immediate attention of the Commissioner (prior to subsequent week’s lineup
submission deadline) may be used to alter the outcome of a game. Late reports, no matter how untimely, may
be used for future scoring purposes, but will not retroactively change the outcome of a Fantasy League game.

SECTION 602 (RESULTS)
601.1 General
Final scores will be reported in the “Commissioner’s Report,” as well as at the League’s official web site, if
available.

602.2 Overtime: Regular-Season
Game tiebreakers will be as follows, in order of priority:
1. Actual touchdowns scored that week (including Defensive / Special Teams TDs). Out-of character
touchdowns count as one (1) TD.
2. Combined team yardage, calculated as follows: passing yards + rushing yards + receiving yards.
A tie at this point will be ruled a Tie.

602.3 Overtime: Post-Season
Use section 602.2, above, with the additional tiebreaker of final regular season standing.

602.4 Appeals / Protests
To appeal a score, the Franchise must show that at least two (2) of the Official Publications provide data to
support the protest claim. Franchises have until Saturday at 8:00PM to appeal the score from the previous week,
to the Commissioner, NOT to one of his assistants.

SECTION 603 (STANDINGS)
603.1 Tiebreakers
The tiebreakers used to determine the order of finish shall be, in order: 1. Overall winning percentage
. Division win/loss record, head to head and finally total points scored
*Ties will count as 1/2 win and 1/2 loss when calculating winning percentages.

SECTION 700

SECTION 700 (GENERAL)
700.1 Definition
Any one person may own a Franchise. This is called a sole ownership. When two or more people own a
Franchise it is called a partnership, with partners also referred to as co-owners. An ownerless Franchise is called
an open Franchise.

700.2 “The Prime Directive”
Nobody may own, in whole or in part, a financial interest in more than one Franchise, period!

SECTION 701 (OPEN FRANCHISES)
701.1 Definition
It is preferred that the same group of owners return to manage their respective Franchises year after year.
However, it may become necessary, or merely practical, to introduce new ownership.

SECTION 700

701.2 Eligibility
A. Persons not yet in the league may purchase an open Franchise.
B. A partner in co-ownership of an existing Franchise may purchase an open Franchise on his or her own, or may
form a new partnership that is not identical to the one left behind. At least one member of the old partnership
must remain behind as an owner of the former Franchise.
This measure is taken to avoid the practice of “ship jumping,” where the new Franchise ownership is merely
comprised of the old ownership “plus others.” This typically occurs if the old “ship” is the RMS Titanic.
C. Current sole owners may purchase an open Franchise or form a partnership to purchase an open Franchise
only if ownership can be found to take over the Franchise being vacated. Additionally, the said sole owner must
pay an additional Franchise fee of $20.

SECTION 702 (EXPANSION TEAMS)
702.1 Purpose
The number of Franchises in the league may fluctuate due to interest level or the desire to create a larger prize
pool or to decrease the Franchise fee. Expansion may be brought to a vote on a yearly basis.

702.2 Eligibility
Current sole ownerships, partnerships, partners or somebody not yet in the league may purchase an expansion
team, if available, and only if no open Franchises are created as a result of this action. There is no additional fee.
