Rejuvenation of Dawson Estate

HDB has announced its latest plans to transform the Dawson estate. This is part of its efforts to create a new and improved living
environment for residents, while injecting greater vibrancy by attracting younger families to the estate.
Dawson’s makeover will feature a new generation of public housing projects, commercial developments and social/communal
facilities by 2020. To realise Dawson’s ‘Housing-in-a-Park’ vision, HDB will develop five more land parcels in Dawson with new
facilities, as follows:
About 3,700 units of 2-room, 3-room, 4-room and 5-room flats;
An array of commercial facilities comprising 30 shops, four eateries and a supermarket; and
A hawker centre.
Regeneration of Dawson under HDB’s Remaking Our Heartland Initiative
Under the Remaking Our Heartland (ROH) initiative for the Dawson estate, HDB had launched two projects, namely
SkyVille@Dawson and SkyTerrace@Dawson, in a Build-To-Order (BTO) exercise in December 2009. Slated for completion in 2015,
these projects have incorporated new housing concepts, such as flexibility in designing internal layouts, loft units and paired units for
multi-generational living. Unique features such as sky gardens and landscaped sky terraces will create a scenic park-like environment
for residents.
Through its Landscape Master Plan, the Dawson estate is designed with seamless connectivity, environmental sustainability and a
distinct identity. Six heritage storyboards, which showcase the history of the estate, have also been installed along the Alexandra
Canal Linear Park.

New Flats in Dawson
Leveraging on the rejuvenation works carried out under the ROH, the latest plans will further transform the Dawson estate. HDB
will build some 3,700 new flats at Dawson as replacement flats for the residents at Tanglin Halt estate which has been identified for

a) Blocks 24 to 38, 40 to 45 Tanglin Halt Road; and
a) Blocks 55, 56, 58 to 60, 62 to 66 Commonwealth Drive.
The Tanglin Halt estate identified for SERS comprises 3,480 sold flats. Completed in 1962/1963, they are more than 50 years old
today (see Annex B (PDF 17KB) for the property profile of the flats). SERS offers residents a unique opportunity to move to new
flats with fresh 99-year leases, situated in a convenient location served by modern facilities. The implementation plan and rehousing
benefits package for the residents involved are in Annexes C (PDF 9KB) and D (PDF 65KB).
The new flats at Dawson, expected to be completed in 2019/2020, range from 2- to 5-room units. They are near the Queenstown
MRT Station and Dawson Place, an HDB neighbourhood shopping complex. Facilities such as shops, eating establishments and schools
are also a stone’s throw away.
The “Housing-in-a-Park” theme will continue to feature in the design of the new replacement flats in Dawson, with the provision
of sky gardens for residents to enjoy panoramic views and greenery at their doorstep. To allow residents greater flexibility in
customising their homes to suit their lifestyle and needs, some new flats will come with an open kitchen concept. More details on the

After meeting the rehousing needs of the SERS flat owners, HDB will offer the surplus flats to the public. This will allow members
of the public, especially young families, to apply for a unit at Dawson.
New Commercial Facilities in Dawson
An array of new amenities will be built in the five new precincts in Dawson, comprising 30 shops, a supermarket, four eateries
and social/communal facilities such as childcare centres, education centre, student care centre and senior citizen centre. Together
with the current facilities at Dawson Place and upcoming facilities at SkyVille@Dawson and SkyTerrace@Dawson (5 shops, an eating
house, a supermarket), they will serve the residents living in Dawson.

The former wet market at 38 Commonwealth Avenue (in Site A) has been conserved under the URA’s gazetted Master Plan 2014.
It will be refurbished to house shops that serve the daily needs of residents in the area.

In tandem with SERS, the two market/food centres (a total of 157 stalls) and 54 rental shops/eating houses in Tanglin Halt
estate will be cleared:
Market/Food Centres
a) Commonwealth Drive Food Centre (Blocks 1A, 2A, 3A Commonwealth Drive); and
b) Tanglin Halt Market (Block 48A Tanglin Halt Road)
Shops/Eating Houses
a) Blocks 46-1, 46-2, 46-3 Commonwealth Drive; and
b) Blocks 39, 47 to 49 Tanglin Halt Road

New Hawker Centre in Dawson
A new two-storey hawker centre with 40 cooked food stalls will be built at Margaret Drive (Site A). The stalls will be offered as
replacements to the affected stallholders at Commonwealth Drive Food Centre. Construction of the new hawker centre is expected to
commence in 3Q2015. Residents in the Dawson estate can look forward to this new hawker centre, which is expected to be completed
in tandem with the new flats at Site A in end 2020.
The HDB Queensway Branch, currently located at Block 46 Commonwealth Drive, will move to a new unit above the upcoming
hawker centre.
Tanglin Halt Estate - Development of New Neighbourhood Centre
The Commonwealth Drive Food Centre, together with the shops and eating houses at Blocks 46-1, 46-2, 46-3 Commonwealth
Drive, and Block 39 Tanglin Halt Road, will be cleared following the relocation of the food centre to Dawson. A new Neighbourhood
Centre, with a market and food centre, will be built on the vacated site to create a new community node for the surrounding
residents.
To facilitate comprehensive redevelopment, the shops and eating houses at Blocks 47 to 49 Tanglin Halt Road will be cleared in
2024. HDB and NEA will inform eligible shop tenants and stall holders about the clearance benefits. More details are provided in Annex

Preserving the Memories of Dawson Estate
HDB will consciously preserve the heritage of the Dawson estate. In addition to the heritage storyboards along the Alexandra
Linear Canal Park, HDB will incorporate a heritage wall and corner in the former Commonwealth Avenue Wet Market to showcase
memorabilia which relate to the history of the Dawson estate. A “Call for Heritage Items” exercise, conducted by HDB in 2008, saw 19
residents contributing a total of 31 nostalgic items, including photographs, cinema tickets, school report books and receipts from
iconic establishments. These items, which will be featured in the heritage corner, seek to rekindle fond memories for the older
generation, and educate future generations on the rich history of Dawson. Members of the public who are interested to contribute
items relating to Dawson or Queenstown’s heritage can do so at the HDB Queensway Branch by 31 Mar 2015.

Information on Rejuvenation Plans
Existing and future residents of Dawson will benefit from the rejuvenation plans that will transform the estate and enliven the
local communities.
HDB will inform all SERS flat owners, commercial tenants and stallholders individually of these plans. Information on the
replacement flats for the SERS flat owners will also be exhibited from 30 June to 13 July 2014 as follows:
