PILOTAGE: Pilots for Ekenas applied for at Hango Pilot Station by
approaching Pilot Station outside Hango/Hanko, where pilot boat will
meet vessel right outside Pilot Station. Call on VHF Channel 13.

MAX. SIZE: Max. draft 15.1 ft. (4.6 m.). No other restrictions. At Skogby,
draft up to 24 ft. – No tide.
VHF: Helsinki Radio, Channels 5, 28 and 85. When in the Hanko/Ekenas
area use Channels 86, 03 and 25.
VTS: From May 2002, Ekenas will be included in Hanko/Helsinki VTS.

TUGS: Normally no tugs stationed at Ekenas but can be arranged from
Koverhar or Hanko (12 nautical miles and 20 nautical miles fromEkenas
respectively).
BERTHING: Two quays at Ekenas: ‘‘Trakajen’’, length about 160 ft.;
‘‘Stenkajen’’, length about 500 ft.
3 mobile cranes, capacities 27, 36 and 56 tons are available. Two of
the mobile cranes are equipped with grabs suitable for discharging of
bulk cargoes such as coal, coke, china clay, ball clay, salt and grain.
STEVEDORES: ETA to be given to Agent 1400 hrs. Finnish time on the
day before arrival in order to prepare loading/discharging (Stevedore:
J.A. Westerlund).
Working Hours: Normal working hours are Monday to Friday 0700 hrs.
– 1600 hrs. Daily overtime can normally be arranged for up to 4 hours
(1600 hrs. – 2000 hrs.). All overtime is, however, voluntary.
MEDICAL: Hospital treatment can be arranged when needed.

FRESH WATER: Fresh water is delivered to the ship’s side by means
of hose in Summertime.
FUEL: Bunkering available at Ekenas by means of tank trucks.
REPAIRS: Minor electrical and deck repairs may be carried out.

CUSTOMS ALLOWANCES: 200 cigarettes permitted for each crew
member. 1 open bottle of 1 litre wine or spirit is allowed for each crew

from Ekenas.
HOLIDAYS: On Saturdays and days preceding Church holidays, the
eve of Independence Day, the day preceding May Day, on Whitsun Eve
and on New Year’s Eve the working day consists of four working hours,
starting from 0700 hrs. or 0800 hrs. and lasting to 1100 hrs., or 1200 hrs.
respectively without break for meals. May Day, Independence Day,
(6th December), Easter Saturday, Midsummer Eve and Christmas Eve
are considered as labour free days.

LOCATION: Hamina is on the S.E. coast of Finland, approximately
75 nautical miles East of Helsinki and 19.5 nautical miles from the
Finnish/Russian border.

General Notices and Regulations: 24 hours notice prior to arrival of all
IMO cargo on board (also ROB), or latest 1600 hrs. if on a day preceding
local/legal holiday (last office hours before arrival).
APPROACHES: The approach channel from Orrengrund Pilot Station
is 29 nautical miles long and can handle vessels up to max. draft 10.0 m.
Fairway 33 miles from Orrengrund to Hamina, depth 9.0 m. New
Fairway 38 miles long, depth 10.0 m.

PILOTAGE: Compulsory. Sea Pilot boards at Orrengrund.
Vessels coming from Eastward can take Pilot at Haapasaari (Aspo),
but must order Pilot by radio via Coast Radio Station at least 6 hours
before ETA Haapasaari.
Harbour Pilotage: Harbour Pilot takes over at Roads. Harbour pilot
boat has a black hull and yellow superstructure with the word ‘‘Pilot’’
painted with black letters. Harbour pilotage optional.
ANCHORAGES: There are 2 anchorages. The Outer and Inner Roads
are well sheltered, with depths of 10.0 m. and 8.6 m. respectively. The
sea bed is rough sand, good holding ground. Vessels should monitor
VHF Channel 12 whilst within the anchorages.
RESTRICTIONS: Usually no restrictions. Port open throughout year.
The use of anchors is prohibited at the Lakulahti Basin and near the
Hillo Quay. The use of anchors is to be avoided at the Hiirenkari.
Regular and liner vessels have preference at certain berths.
MAX. SIZE: Max. draft 10.0 m. No tide, but prolonged Easterly winds
can cause lower water level, which must be checked before entering
berths.

Largest Vessel Handled: ‘‘Orlando’’, bulk carrier, 72,000 d.w.t.
HEALTH: Bill of Health not required. In case suspected disease or fever
on board, doctor to be contacted, preferably via Agent, by radio before
arrival.
RADIO: Standard Arrival Messages: Pre-Arrival Messagegivingvessel’s
Estimated Time of Arrival (ETA) to be sent via the ship’s Agent, not later
than Friday of the preceding week, and to the VTS Centre 24 hours prior
to ETA. The final message to be given when the Pilot is onboard.

VTS: There is a Vessel Traffic Surveillance Service (VTS), covering the
area off the port. The nearest station is at Kotka, 10 nautical miles West
of Hamina, operated by the Coastguard. Call on VHF Channel 16,
operating on VHF Channel 67.

TUGS: 4 ice-breaker tugs are available (‘‘Akilles’’ 1,500 kW., ‘‘Atlas’’

Mooring: Only rope or wire-rope combinations permitted when mooring
a vessel carrying flammable liquids.
Vessel’s Ability to Manoeuvre: Whilst in the port, a vessel’s main engine
shall remain available for manoeuvring at short notice throughout the
vessel’s stay.
Fire Wires: Whilst berthed in the port, vessels shall have fire wires fore
and aft. They shall have towing length of at least 40 m. and be kept clear
of the water at all times.
Hazardous Cargoes: Vessels carrying hazardous cargoes, whilst
manoeuvring/berthing in the port, shall have all associated cargo valves
and hatches/tank lids battened down/closed until berthed alongside.

Storage: Sawn timber packaging area, capacity 220,000 cu.m.; open
storage depot, 200,000 sq.m.; china clay storage depot, 86,000 cu.m.;
and urea storage depot, 19,700 cu.m.

MEDICAL: Advance notice helpful but not compulsory. Hospital facilities
available in Hamina, 6 km. from the port.
TANKERS: There are 3 jetties with berths handling tankers.
Pre-Arrival Information: Vessels arriving at the port for loading/unloading
carrying bulk chemicals or oil products shall submit to the Port Authorities
an Advance Notice covering the chemical/oil products to be
loaded/unloaded/transhipped, including the technical names and total
quantity/quantities on board.
The Advance Notice should be submitted to the Port Authority at least
24 hours prior to vessel’s Estimated Time of Arrival (ETA).
Safety Zones: While berthed at the oil/chemical terminal, during
loading/unloading operations, including tank cleaning, etc., a safety zone
extending 30 m. from the operational vessel will be enforced.
The use of non-intrinsically safe electrical equipment and entry of
motor vehicles within this area is prohibited.
Pre-Loading/Discharging Check List: Prior to commencement of
discharging/loading operations, the Ship/Shore Safety Check List shall
be completed by the vessel’s Master and Shore Operations Supervisor.
Tank Cleaning Operations: Prior to commencing operations, the vessel
is required to obtain a permit from the Port Authority.
Ship-to-Ship Transfers: Mooring operations shall be supervised by the
Port Authority.
Prior to conducting such operations, permission must first be obtained
from the Port Authority.
Spillages: In the case of spillages, the Emergency Control Centre is to
be immediately notified, and all cargo handling operations to be shut
down and manifold valves, if open, to be closed.
Storage: Total oil storage capacity within the port is 500,000 cu.m.
Vopak Terminal: The Terminal has 2 berths (Oil Berths No. 1 and 2),
capable of handling foreign-going ships. Capacity 40,000 cu.m. in
7 tanks. Terminal handles products and chemicals.

BALLAST: The vessel’s Master is responsible for all operations relating
to vessel’s ballast water.
Only clean ballast water may be discharged into the dock. To
discharge dirty ballast water, the Port Authority will organise reception
facilities, but requires 24 hours notification prior to the vessel’s
commencement of deballasting operations.
Ballast reception facilities available via pipelines in the oil port. Slops
discharged to tank trucks.

FRESH WATER: Available at all berths.
FUEL: Fuel and diesel oils available by tank truck at short notice.

WEATHER: Wind: Prevailing winds: Variable, in Summer, mostly
Southwesterly.
Tidal Range and Flow: None, prolonged Easterly winds can cause a
lower water level. This should be checked prior to berthing.
GENERAL: Security: The port has a boundary fence and is optically
(CCTV)/manually guarded throughout 24 hours. Entry Permit obtained
from the Port Office.
DEVELOPMENTS: The new container basin, which is being built, will
have total quay length of 610 m. and be able to handle vessels up to
max. draft 14.0 m., enabling the vessels to make use of the new
approach channel, which will be built during the next 3 years.

LOCATION: General Description: The Port of Helsinki is owned by the
City of Helsinki and comprises 4 harbour areas: West Harbour, North
Harbour, South Harbour and Laajasalo Oil Harbour.
The Port of Helsinki is the largest port in Finland with specialised
facilities for passengers and handling Ro-Ro traffic, containers and
unitised cargoes, together with oil and coal.
The Port of Helsinki Authority is responsible for running the port and
for providing services through private-sector companies operating in the
port area.

APPROACHES:
1. Helsinki Lighthouse-Harmaja-Helsinki:
The main approach to Helsinki, this channel starts from East of the
Helsinki Lighthouse, a caisson beacon on the shoals South of Helsinki,
at a distance of around 22 km. from the port. It proceeds via the Harmaja
Pilot Station and the Kustaanmiekka Strait between the islands of
Suomenlinna and Vallisaari, to the open area of water beyond, known
as Kruunuvuorenselka. To this point the channel is navigable by vessels
drawing up to 9.5 m.
The fairway branching off North of the Harmaja Pilot Station and
leading to the West Harbour has a depth of 8.9 m. Pilots are taken on
board at Harmaja.
2. Helsinki Lighthouse-Melkki-Helsinki:
This 11 m. channel leads from the Helsinki Lighthouse to the East of
the Graskarbadan Light and then between the islands of Pihlajasaari
and Melkki to the West Harbour. Pilots are taken on board from the
Helsinki Pilot Station at Graskarbadan.
3. Porkkala-Helsinki: (Southern Finland Winter Fairway).
The Winter fairway into Helsinki begins from roughly 8 km. West of
the Porkkala Lighthouse. The channel is 10 m. deep from Sommaro,
decreasing to 9 m. from Ronngrund. The fairway joins the 11 m. channel
(see above) leading to the West Harbour S.W. of Katajaluoto, and joins
the 9.6 m. leading to Helsinki, North of Harmaja.
During the Winter months, the passage from the Helsinki Lighthouse
to Harmaja may be closed owing to ice conditions, then vessel traffic
into Helsinki is directed via the route above. Pilots are taken onboard
at Sommero Pilot Station.
4. Porkkala-Helsinki:
In addition to the above channel, there is a 7.9 m. fairway leading from
Porkkala to Helsinki, which begins fromabout 1 km. West of the Porkkala
Lighthouse and joins S.E. of Pihlajasaari with the 8.9 m. channel leading
to the West Harbour. Pilots are taken onboard from the Porkkala Pilot
Station.
5. Emasalo-Vuosaari-Helsinki:
From the East there is a 9 m. channel leading to Helsinki through the
outer islands, which joins with the main approaches to Helsinki North of
Harmaja. Pilots are taken onboard from the Emasalo Pilot Station.
Leading from this 9 m. channel, there is a 7.5 m. approach to the former
shipyard area of Vuosaari.
Variations in Water Level: There are no tidal variations as such in the
port, but rather the differences noted are the result of weather or climatic
conditions.

Traffic Reports: A vessel must provide a traffic report at the reporting
points shown on navigational charts and 15 minutes before arrival at the
Kustaanmiekka or Sarkka Straits.
When a vessel makes first contact with the VTS Centre, it should only
give vessel’s name, location and the planned route. The VTS Centre will
confirm that it has received the report and will provide the vessel with
the necessary information and instructions.
A vessel must also give a traffic report after anchoring or after it has
made fast alongside. If necessary, the VTS Centre will indicate an
anchorage for the vessel. A vessel manoeuvring irregularly must always
give a traffic report. A report must also be given whenever circumstances
so require. Local traffic vessels (water-buses, tugs, supply vessels and
other similar craft) should give a traffic report only in poor visibility.

VTS: VTS applies to all merchant and Government vessels in the area
covered, unless they are specifically exempt. Pleasure craft should also
follow the instructions given by the VTS Centre. Harbour regulations
apply to the water areas of the ports.
In May 2000, the Gulf of Finland Maritime District extendedtheHelsinki
VTSarea to cover the whole of the area between the Inkoo 13 m. Fairway
and the Skoldvik 15.3 m. Fairway, including the fairways themselves.
Harbour areas within the extended area, other than the Port of Helsinki,
are not included in the VTS area.

area. The Gulf of Finland Maritime District is responsible for the
remainder of the VTS area.
Helsinki Sea Traffic Centre: The following operations are handled by the
Helsinki Sea Traffic Centre, which is located in Helsinki South Harbour:
Helsinki VTS.
Pilot services for the Helsinki Pilotage area.
Harbour Pilot services for the Port of Helsinki and Skoldvik.
Emergency Co-ordination Centre for the Port of Helsinki
The Helsinki Sea Traffic Centre is operated jointly by the 2 authorities
and the staff of the centre work on the whole of the extended area. There
are at least 2 VTS traffic operators on duty at the centre at all times.
The present VTS area will be left as a special area within the new,
extended, VTS area, so that a separate VHF radio channel and check-in
points for coastal traffic can be used in the busiest part of the VTS area.
Traffic reports apply to all vessels with LOA over 20 m.
Service Provided by the VTS Centre: All vessels with LOA more than
12 m. and equipped with VHF Channels 71 or 9 must listen continuously
to the channel used in the VTS sector concerned. All information about
the traffic situation in the area and the necessary instructions will be
given through VTS traffic channels.
The VTS Centre can provide positioning assistance on request if the
vessel’s navigational equipment is malfunctioning. Such assistance can
also be given if the Centre deems it necessary.
The languages used in VTSradio communications areEnglish, Finnish
and Swedish.
Responsibility for safe navigation remains with the Master at all times
and VTS does not interfere with the division of duties between theMaster
and the Pilot.
Information Service: The VTS Centre receives and provides information
about conditions and events important to shipping and safety at sea.
Priority is given to information that is of immediate concern to the vessel.
Vessels are provided with information in conjunction with the Vessel’s
Traffic Report, on request or whenever circumstances so require.
Traffic Organisation Service: When necessary VTS gives instructions on
the speed of vessels, prohibits vessels from overtaking other ships in
the VTS area or specifies the right-of-way in narrow channels.
A vessel must obtain permission from the VTS Centre to depart not
more than 5 minutes before casting off from the quay or leaving the
anchorage and must report its planned route. After checking the traffic
situation, the VTS Centre will notify the vessel of other ships in the area
and, if necessary, will specify the order of departure from the port. A
ship must notify the VTS Centre of any inability to keep to the planned
departure time. If necessary, the VTS Centre will recommend an
alternative route for the vessel.
Violations: The ‘Rule of the Road at Sea’, Harbour Regulations and good
seamanship must be observed at all times. Any violations will bereported
to the relevant Authorities.

Icebreakers: Icebreaking work within the harbour area is carried out on
behalf of the Port of Helsinki by Alfons Hakans Oy AB. During the Winter
months, icebreakers belonging to the Finnish Maritime Administration
are assigned to assist vessels from the open sea to the harbour area
and vice versa.
BERTHING:
West Harbour: Specialises in container traffic, but also serves Ro-Ro
traffic with direct connections with ports in Sweden, Germany, U.K.,
Netherlands, Belgium, Denmark, Estonia and Poland.
The harbour serves connections with transshipment to North and
South America, Australia, and the Near and Far East.
Container Terminal: For short-term storage of large units, the Terminal
has an outdoor area of 42 hectares and a heated store for 124 TEU. For
storage of IMDG-class containers, there is space for 145 TEU outside
and 8 TEU inside.
The area also offers 450 reefer points and a warehouse for storage
of dangerous and inflammable chemicals. An automatic planning and
control system is in operation in the container terminal.
Free Zone in the container terminal offers the same advantages as a
Free Port.
Auxiliary services include container stripping and stuffing, 3 different
container depots and container repair services.
2 passenger Ro-Ro ferry lines operate from the harbour to Tallinn.
The area is closed to other traffic and is protected both electronically
and by security patrols, within walking distance of Helsinki’s business
centre.

4,000 sq.m. area for unloading coal in Vuosaari, West Harbour. 2 of
Helsinki Energy’s 3 power plants, responsible for Helsinki’s energy
needs, are located alongside the harbour areas. These 2 power plants
use coal. The coal is unloaded and stored in storage areas next to the
power stations.
Saukko Sand Quay (Lohja Oy): The sand quay adjacent to the harbour
area serves the needs of building production in the Helsinki region.

South Harbour: Passenger services are concentrated in the South
Harbour, in the heart of the city.
There are regular scheduled sailings to Stockholm twice a day, to
Tallinn three times a day and also to Rostock 2 – 3 times per week in
Summer-time.
In Summer-time, there are numerous connections by high speed
vessels to Tallinn.
Passenger traffic is served by 4 passenger/ferry terminals: Olympia
Terminal, Makasiini Terminal, Kanava Terminal and Katajanokka
Terminal.
Katajanokka Terminal is used by cruise vessels.
The port also serves both export and import cargoes. Most of the
imports comprise unitised cargo transport of consumer and capital
investment goods. A large proportion of exports are products of paper
and metal industries.

North Harbour:
Ro-Ro ferry transport within walking distance from Helsinki’s business
centre.
The North Harbour, formerly the Sornainen Harbour, is a Ro-Ro ferry
harbour.
The North Harbour has scheduled regular Ro-Ro lines to and from
ports in Germany, U.K., the Netherlands, Belgium and Sweden.
The North Harbour is the centre for Finnish imports of fruit and
vegetables with extensive warehouses.
The whole area is closed to other traffic and is guarded both
electronically and by security patrols.
Container Terminal: Outdoor area of 34 ha. for short term storage of
large units, and heated sheds for several hundred containers.
IMO IMDG class containers, there is outdoor space for approximately
40 TEU. In addition, the Terminal has 58 coupling points for reefer
containers.
An automatic planning and control system is in operation at the
container terminal.
Auxiliary services, such as container stripping and stuffing, container
depot and repair services, are also offered.
Free Warehouse: The Port’s activities in the Free Warehouse involve
long-term storage of goods. There is no time limit on storage in the Free
Warehouse.

The Laajasalo Oil Harbour serves principally as a port for the import
of oil products, either from abroad or from the country’s 2 coastal
refineries. Oil companies operating in Finland have their own tanks at
the Laajasalo Harbour from which they serve the oil supply needs of the
Helsinki region.
The Herttoniemi area houses an Oil Pollution Control Depot, operated
jointly by the Port of Helsinki, the City of Helsinki Rescue Department
and the Ministry of the Environment.

POLLUTION: In the event of an oil spill or accident involving the risk of
oil pollution, contact should be made immediately with the City of Helsinki
Rescue Department, emergency Tel: 112, and with the Port Authority

Air Pollution Control: IMO has approved a recommendation for the
sulphur content of bunker fuel in the Baltic Sea, with max. level of 1.5%.
The Port of Helsinki recommends that all vessels in the Helsinki area
use fuels that meet the max. level.
Vessels must use their equipment in such a way that smoke emissions
are slight and that vessels use catalytic converters or other means in
their auxiliary engines to break down nitrogen oxides.
Noise: Finland has a law stipulating that people are to be protected
against noise, and vessels disturbing the environment may not belocated
close to the residential areas of the city. The Port of Helsinki recommends
adherence to the following rules regarding noise:
(a) The noise produced by a vessel during the daytime may not
exceed 49 dB at a distance of 250 m. (63 dB at a distance of
50 m.).
(b) The noise produced by a vessel during night-time may not exceed

Water Pollution Control: In accordance with the MARPOL agreement,
untreated sewage must not be jettisoned at sea nearer than 12 nautical
miles from the nearest shore.
All discharges into the sea of treated sewage and oily water are
prohibited inshore of the Helsinki Lighthouse.
At quays intended for regular/scheduled passenger vessels, piping is
provided for sewage discharge to the City’s main sewagetreatment plant.
Paint waste must not be thrown into the sea. If the sides of a ship are
washed in the harbour, a minimum of detergent is to be used, and only
detergents with biological tensides and citrates as cleaning agents are
allowed. Phosphates must not be used.

monitoring shipping movements. It provides the vessels in the VTS area
or those entering the area with information about shipping and maritime
safety. Vessels in the area (VTS Sector 2) should make reports and
listen on VHF Channel 9 or 11. Traffic announcements and warnings to
navigation are issued via these channels. Vessels entering the VTSarea
must give a traffic report, giving name, location and planned route.

LOCATION: Ajos harbour is a municipal port owned and managed by
the city of Kemi. It is located at Ajos, about 10 km. (6 nautical miles)
South of Kemi, Lat. 65␥ 40' N., Long. 24␥ 31' E. The area is shown on
Finnish Charts Number 275 and Number 59.

APPROACHES: The distance from Kemi lighthouse to the harbour is
about 21 nautical miles (39 km.). The minimum width of the channel is
100 m. (328 ft.), and approved depth up to the oil harbour and Berth
No. 1 is 10 m. (32.8 ft.).
The water level varies between ␣1.5 m. and ␤0.75 m. (␣5 ft. and
␤2.5 ft.) depending on winds (water level rises during Southerly and falls
rapidly during Northerly winds). There are no tides in the area.
During normal winters the harbour is frozen from the beginning of
December to the end of May. Over this period the channel fromthe open
sea to the harbour area is kept navigable by state-owned ice-breakers.
The Finnish Board of Navigation determines the restrictions and
requirements for vessels allowed to enter the harbour during this period.
The port has been kept open throughout the year since 1971.
PILOTAGE: Pilot boards from ‘‘Kemi 1’’ Lighthouse or ‘‘Kemi 2’’

Kemi Harbour Master informs you hereby that in Kemi harbours, the
Rules and Regulations concerning the protection of the marine
environment of the Baltic Sea Area as stated in the Helsinki Convention
have to be followed by all vessels.
On the strength of this convention, no wastes shall be discharged into
the water while the ship is in the port area. Violation of these rules cannot
be accepted. The port staff will check that the instructions are followed
without exception.
While your vessel is in the port a necessary amount of bags for your
waste disposal will be delivered to the vessel. Your waste is to be stowed
to these bags, and before departure, be moved by your crew to waste
container on the quay in vessel’s vicinity.
In case you want to get rid of oily residues, you are to inform Harbour
staff directly or through your agent of your intention. Kemi City and
Ekokem Oy have an agreement about taking care of oily residues. The
costs hereby will be charged to the vessel in accordance with current
agreement. The same applies to cargo or repair residues which need
special treatment, i.e. oil drums, chemical wastes, etc.

Vessel: 41,000 d.w.t. bulk carrier.

Location: The port is located in position Lat. 63␥ 50' N., Long. 23␥ 01' E.
Charts: B.A. Chart No. 3062.
Approaches: Approach to the port in the Gulf of Bothnia is fairly
straightforward but the anchorage area, which is 1.0 miles North of
Kokkola Lighthouse is affected by Northerly and Westerly winds.
Pilotage: Pilot boards 5 cables N.W. of Kokkola Lighthouse. Thepassage
through the narrow channel to the berth is approximately 12 miles long
and takes approximately 2 hours.
Berthing: There is a deep water berth (Outer Harbour), where the
permissible draft is 11.0 – 13.0 m. Our vessel loaded timber alongside
the South Quay, where the max. permissible draft is 9.5 m. Though
2 tugs are used for berthing, ship has to keg the starboard anchor, so
enabling the controlled movement of the vessel while berthing. This is
owing to shallow patches and underwater rocks in the proximity of the
berth.
Cargo Handling: Normally the stevedores are not available from
1600 hrs. on Saturday until 0800 hrs. on Monday even on an overtime
basis. Stevedores loading the timber also carry out the lashingoperation.
Obviously they are not as professional as a regular rigging gang, and
so this operation requires more alertness on the part of the ship’s crew
with respect to securing of cargo.
Departure: During the vessel’s departure, we were towed stern first for
approximately 1 mile upto the breakwater, where there was just sufficient
room for turning the vessel around with the assistance of the tugs and
vessel’s main engines.
Wind: While the vessel was alongside, there was a strong Northerly
wind. This caused the suspension of berthing and unberthing operations
within the port. This mainly occurs through the night.
Facilities: The South Quay is closest to the Agent’s Office and Seamen’s
Club.

Hazardous Cargoes: Vessels carrying hazardous cargoes, whilst
manoeuvring/berthing in the port, shall have all associated cargo valves
and hatches/tank lids battened down/closed until berthed alongside.
Mooring: Only rope or wire-rope combinations permitted when mooring
a vessel carrying flammable liquids.
Vessel’s Ability to Manoeuvre: Whilst in the port, a vessel’s main engine
shall remain available for manoeuvring at short notice throughout the
vessel’s stay.
Fire Wires: Whilst berthed in the port, vessels shall have fire wires fore

CONTAINER HANDLING FACILITIES:
Kotka Container Terminal (KCT): The Terminal is located in Mussalo
Harbour, and has 1,300 m. of container quay and handles ships up to
2,000 TEU with depth alongside 11.7 m., max. draft of 10.0 m., and was
completed during Phase 1 of the port development plan in 2000. The
Terminal is equipped with 3␺40 tonne Konne container gantry cranes
(one capable of reaching across 12 containers), reach stackers,
11 straddle carriers and has a capacity of 13,000 TEU, capable of
handling 300,000 TEU per year.
Kotka Free Zone Ltd. is located within the container terminal and has
a 3,000 sq.m. cold-store.
The Terminal works throughout 24 hours, 7 days a week.
To avoid ice forming next to the quays in Winter, there is a water
agitation system in place so avoiding damage to vessels while berthing.

Hietanen Terminal: The Terminal has 4 Ro-Ro berths and is dedicated
to handling Ro-Ro vessels. There is 600 m. of quay between the Ro-Ro
berths, providing 2 berths for conventional vessels. There are 2 gantry
cranes available (capacity 1␺50 tonnes and 1␺32 tonnes – 5 tonnes
(34 m. capable of handling multi-purpose cargoes)).

TANKERS: Pre-Arrival Information: Vessels arriving at the port for
loading/unloading carrying bulk chemicals or oil products shall submit to
the port’s Authorities an Advance Notice covering the chemical/oil
products to be loaded/unloaded/transhipped, including the technical
names and total quantity/quantities on board.
The Advance Notice should be submitted to the Port Authority at least
24 hours prior to vessel’s Estimated Time of Arrival (ETA).
Safety Zones: While berthed at the oil/chemical terminal, during
loading/unloading operations, including tank cleaning, etc., a safety zone
extending 30 m. from the operational vessel will be enforced.
The use of non-intrinsically safe electrical equipment and entry of
motor vehicles within this area is prohibited.
Pre-Loading/Discharging Check List: Prior to commencement of
discharging/loading operations, the Ship/Shore Safety Check List shall
be completed by the vessel’s Master and Shore Operations Supervisor.
Tank Cleaning Operations: Prior to commencing operations, the vessel
is required to obtain a permit from the Port Authority.
Ship-to-Ship Transfers: Mooring operations shall be supervised by the
Port Authority.
Prior to conducting such operations, permission must first be obtained
from the Port Authority.
Spillages: In the case of spillages, the Emergency Control Centre is to
be immediately notified, and all cargo handling operations to be shut
down and manifold valves, if open, to be closed.

Instructions Concerning Waste Disposal:
The Port Authority of Kotka informs you hereby that in the Port of
Kotka the rules and regulations concerning the protection of the marine
environment of the Baltic Sea Area as stated in the Helsinki Convention
have to be followed by all ships.
On the strength of this convention no waste shall be discharged into
the water while the ship is in the port area. Breaking of these rules cannot
be accepted. The Port Authority will check that the instructions are
observed without exception.
While your ship is in the port an amount of sacks for waste disposal
will be delivered to the ship. The waste emanating from your ship shall
be put into these sacks and before the departure of your ship the sacks
shall be delivered by your crew to the waste container in the vicinity of
the berth of your ship.
In case you want to get rid of oily residues please inform the Harbour
Master either through your Agent or directly. For the reception of these

wastes the Port Authority does not charge you separately as the cost
of this service is included in the general waste disposal fee.
In case your ship is a tanker loading oil products and you wish to
dispose of oily water such as tank washing water or ballast water it has

REGULATIONS: Port Regulations: Ships must be correctly moored and
kept close to the quay at all times. There must always be a
mooring/safety watchkeeper on board.
Ship must provide a gangway equipped with a good safety net. Ship’s
crew are responsible for positioning the gangway.
Gangway must be held clear of the cranes and rails.
During darkness, the gangway, holds and accesses to the holds must
be sufficiently illuminated. If not so, any resulting delay will be noted in
the statement of facts.
During discharging or loading operations, the hatch covers must be
opened completely and secured effectively.
Hold ladders to be in a safe and good condition.
If during discharging or loading operations any damage occurs to the
ship, stevedore’s foreman has to be informed immediately.
Whenever during loading or discharging operations work is carried out
by stevedores and ship’s personnel in the same area at the same time,
every precaution must be taken by both parties.
At Chief Officer’s request, the Shift Foreman on duty will be on board

During the stay in port, it is strictly forbidden to throw any litter or fuel
oil overboard.
Any spillage, however small, must be reported immediately to the

Safety: As ships are moored in a hazardous area, Master, crew and
visitors assume all risks of any injury to their own person or property,
which may occur while entering the Koverhar harbour area.
It is forbidden to enter the ‘crane working area’ during loading/
discharging operations. If there is any urgent reason to enter or pass
this area, the stevedore’s foreman has to be informed to get permission.

852 We welcome all advice, updates and additions to this information.
Approaches: Approach to the port is well defined on the chart, and the
shoal patches on the chart are well marked by the cardinal buoys.
Vessel should be at manoeuvring speed prior to reaching the Tainio
Beacon as there are invariably shipping movements in the narrow
passage (3 miles long) to the pilot boarding ground. Extreme caution is
to be exercised due to the drift caused by strong winds in this narrow
passage.
Pilotage: Pilot stays on board for the 13 mile passage to the berth,
including a 1 mile long buoyed channel, which was just wide enough for
our vessel with 30.0 m. beam and limiting draft of 8.5 m.
Pilot station is also providing Pilots to the port of Kotka.
Loading: Vessel loaded packaged sawn timber and found the stevedores
and rigging gang very professional and systematic. Saturdays may be
worked on overtime after 1600 hrs., but work on Sundays is avoided.
Certification: Vessel should have Certificate of Ice Class. Certificate
issued by Finish Maritime Administration, even for Non-Ice Class vessels
as same required for Customs clearance. Same may be arranged
through Agent (if not onboard already).
Port State Control inspector comes to the vessel from Kotka and as
usual is quite professional in his approach.
Storing: Shipchandlers from Kotka visit the vessel. Provisions, though a
bit expensive compared to the rest of the Continent, may be purchased.
Telephones: Everyone seems to be using cellular telephones, but there
are still public telephones available with the use of telephone cards.
Repatriation: Repatriation of crew members can be arranged through
Helsinki, approximately 90 km. from Valko.

Vessel garbage disposal is governed by regulations such as those
laid down in Convention 2/2000 on Protecting the Maritime Environment
in the Baltic Area.
General Regulations: Vessels using the garbage disposal facilities of the
Port of Naantali will be charged a normal garbage disposal fare.
Vessels exempted from the garbage disposal fare shall dispose of all
of their garbage, using their own facilities, not those of the Port of
Naantali.
Vessel garbage must not be stored in garbage containers other than
those indicated for such use in the area of the port.
Vessel garbage containers carry the ‘‘Jaete-Avfall-Garbage’’ label.
Any vessel violating these regulations/instructions will be charged the
costs arising from such violation.
Port garbage disposal facilities are not available to vessels in the
roadstead.
Garbage Disposal Instructions: Vessels receive empty garbage sacks.
Extra sacks can be obtained from the Transport Department of the Port

Garbage sacks must not be thrown overboard. They must be dumped
in the garbage containers standing on the quay.
Solid garbage which cannot be carried in sacks must be dumped in
garbage containers.
1. Special Garbage: Special garbage comprises raw mammal and
bird meat, residues of this meat, plastic and wrapping material
used in meat packages, bones, raw deep-freeze meat and
potentially epidemic materials carried by vessels arriving from an
overseas destination.
Yellow sacks for special garbage will be available on the quay
upon the arrival of the vessel. Normal dry garbage should be kept
separate from special garbage.
The vessel personnel shall dump the filled and properly closed
yellowsacks in the special yellowgarbage containers on thequay.
2. Dry and Solid Garbage:Dry and solid garbage mainly comprises
other household and community garbage produced on the vessel.
The garbage must be placed at the sorting points marked on
the map.
Glassware, paper and metal must be placed in separate sacks,
to be delivered to corresponding containers at the sorting point.

sludge oil. Any vessel using the services available at the port for
the disposal of oily waste must report such use to the Port
Authorities and the Company, having concluded the contract of
carriage no later than 24 hours before arrival.
4. Hazardous Waste:Hazardous waste here refers to oil filters,
empty batteries, heavy metal batteries, fluorescent tubes, paint,
thinners, etc.
The Port of Naantali Authority accepts small quantities of
hazardous waste per each vessel call. Such waste must be
dumped in the special yellow container located in the port area.

The Main Quay has 3 berths and 2 Ro-Ro ramps and is used for
loading reels, pallets, pulp, sawn timber and loading/discharging of
containers (1␺50 ton crane available) and general cargo.
There are 10 warehouses (62,400 sq.m.), 23,500 sq.m. of open
storage, 18,000 sq.m. of bonded storage and a bonded warehouse of
500 sq.m.
Nuottasaari Harbour: The harbour primarily handles raw materials and
products connected with the paper industry.
Nuottasaari Quay is used for loading pulp and discharging kaolin,
chemicals, timber and salt.
There are also 2 berths used for discharging carbonate and other
chemical products.
Vihreasaari Harbour: Dry bulk and oil cargoes are discharged in the
harbour.
There is one berth handling oil products and one berth handling dry
bulk products.
The harbour has 27,000 sq.m. of open storage and 23,000 cu.m. of
warehousing for dry bulk.

VHF Channels 13 and 16. At other times the Pilots help to translate
messages to tugowners. Oulu Harbour and a few private Owners have
tugboats for service around the clock. Helsinki Coastal Radio has watch
around the clock on Channels 16 and 27. They can arrange a helicopter
in emergency cases for service in whole Bay of Bothnia area.
IDENTIFICATION CARDS: Not needed.
GARBAGE DISPOSAL: The garbage containers are placed on the quay
at 200 m. intervals. The local agent makes contact with the collectors
when required. The charge for every ship is 0.15 FIM/n.r.t., the minimum
is 150.00 FIM and the maximum is 380.00 FIM.
Sewage: Storage tank trucks are available for collecting human waste
direct from the ship. Contact ship’s Agent.
WASTE OIL DISPOSAL: The capacity for waste oil is 250 tons. There
are many collecting companies. All collecting is by tanker trucks. Local
agent orders the tanker truck when needed. The charge for truck is
270 FIM/hour and handling about 300 FIM/ton.
SEAMAN’S CLUBS: The Finnish Seamen’s Mission operates in the
Oritkari Harbour. They have telephone for visitors for calling home,
postage facilities. The address of the Seamen’s Mission is

APPROACHES: There are four official ship routes leading to the port
of Porkkala (Kantvik) of Suomen Sokeri Osakeyhtio. The deepest one
is 9.2 m. (30 ft.) and the shallowest one is 5.5 m. (18 ft.). The port does
not have an ice-breaker of its own and the fairway is kept open by the
State’s icebreakers.
PILOTAGE: A Pilot can be obtained from the Pilot Station of Porkkala,
Tel. ␣358 (90) 2984-112 or VHF Channels 13 and 16. Distance to port
about 14 miles. Pilotage in the harbour area may be carried out only by
State-appointed Pilots. Pilotage in the harbour is not obligatory.
MAX. SIZE: Maximum draft 30 ft. 2 in. (9.2 m.).

BERTHING: The Port of Porkkala (Kantvik) is owned by Stromsby Invest
and it is located at Kantvik. Directly in the vicinity of the port there is the
factory of Suomen Sokeri Osakeyhtio (sugar mill). The port basin has
3 quays:
The outer quay is 110 m. long, draft 9.2 m. (30 ft. 2 in.).
The inner quay is 50 m. long, draft 5.3 m. (17 ft. 4 in.).
The fairway of the port basin is 120 m. wide, narrowing up at its end
to 76.5 m. South quay (at the South bank of Kantvik Bay) is 60 m. long,
draft 8.5 m. (27 ft. 7 in.).
CRANES: Two cranes, capacity 8 tons. One crane is on the outer quay
and one on the South quay. There is a new material handling machine
with 20 tons capacity on the South quay.
DENSITY: 1004.
FRESH WATER: Available at quays.
CONSULS: Nearest in Helsinki.
GANGWAY/DECK WATCHMEN: Not necessary.
OPENING/CLOSING HATCHES: Normally by the crew.

GENERAL: Clearance: The Customs formalities of the port are attended
to by the Custom House of Inkoo.
SHIPMASTER’S REPORT:
The sugar discharging berth for Porkkala is at Kantvik, situated in
Lat. 60␥ 05' N., Long. 24␥ 23.25' E., about 21 miles West of Helsinki.
The Pilot for the port is embarked at the position indicated on British
Admiralty Chart No. 2331, 115␥␺3.5 miles from Porkkala Lighthouse.
From there to the berth is 12 miles and the passage presents no
difficulties. It is well lit, and there is ample water. The least depthrecorded
was 31 ft. and that was alongside the berth. There is a powerful tug for
assisting in berthing and unberthing.
The discharging berth, alongside which vessels lie port side to, is
modern and well fendered. It is sheltered from most directions.
Unfortunately, the berth is short for a 500 ft. vessel, and additional
moorings have to be placed from amidships.
There is only 1 crane on the berth and to work either of the end hatches
a shift would be necessary. Work was continuous while the vessel
discharged her part cargo at Kantvik, and an out-turn rate of 100 t.p.h.
was achieved.
Fresh water is readily available from the Jetty, and presumably, fuel
could be obtained from Helsinki. Telephones in the dock offices are
available for official use.
There is a bus service to and from Helsinki, the journey taking about
40 minutes.

PORVOO: 60.18 N. 25.33 E. (See Plan)
LOCATION: The harbour is a private oil harbour owned and managed
by Fortum Oil and Gas Oy.
The harbour is located at Skoldvik in the municipal area of Porvoo
about 45 km. (28 miles) East of Helsinki, Lat. 60␥ 18' N., Long. 25␥ 33' E.
The area is shown on Finnish Marine Chart Nos. 17 and 902.
The distance from the Kallbadagrund Lighthouse to the harbour is
20.5 nautical miles (38 km.). The minimum width of the harbour channel
is 270 m. (885 ft.) and the approved depth is 15.3 m. (50 ft.).
The water level varies between ␣1.5 m. and ␤0.75 m. (␣5 ft. and
␤2.5 ft.) depending on the wind. There are no tides in the area.
The Winter period is from January to the end of April. During this time
the channel fromthe open sea to the harbour is kept open by icebreakers
owned by the State. The Finnish Board of Navigation determines the
requirements for vessels allowed to enter various ports duringthis period.

PILOTAGE: Pilotage is compulsory. The Pilots are Sea Pilots employed
by the State. They also perform the pilotage inside the port area.
The Pilot Station is at the outer end of Emsalo Island. Vessels entering
from the sea are boarded by the Pilot at Kallbadagrund, Lat. 59␥ 59.1' N.,
Long. 25␥ 36.1' E.
The Pilot shall be called by using VHF Channels 13 and 16.
The Sea Pilots serve as Docking Masters berthing the vessel with the
help of 2 tugs when the vessel is over 15,000 tons.
RESTRICTIONS: Vessels can enter and leave the harbour 24 hours a
day. However, vessels whose keel clearance is minimal are not allowed
to berth in darkness or under unfavourable wind conditions.
In Winter, port kept open by ice-breakers.
MAX. SIZE: Up to about 260,000 d.w.t. Max. draft 15.3 m.
HEALTH: Bill of Health not required. In case suspected disease or fever
on board, radio Agent full details before arrival.
RADIO: Notice of arrival shall be given 12 hours before the calculated
time of arrival by the ship’s Agent. Two hours before arrival at the
boarding site for the Pilot, the same notice shall be sent, including
(1) The name and the nationality of the vessel
(2) Nett registered tonnage
(3) The time and date of the notice
(4) The draft of the vessel
(5) Time of arrival at the boarding site for the Pilot.
VHF: The harbour office is open 24 hours a day. It is provided with the
VHF station ‘‘Fortum’’. The following Channels are available: 6, 9, 13,
15, 16, 17 and 21.

TUGS: The harbour tugs ‘‘Esta’’ and ‘‘Esko’’ owned by Fortum are
available to handle vessels. Respective capacities are:

Vessels over 80,000 d.w.t. need additional tugs, which theship’sAgent

BERTHING: There are 5 berths available for discharging crude oil and
loading of oil products. 2 additional berths are available for handling of
petrochemical and liquified gas products.
Loading and discharging is possible around the clock. During the
icefree period all berths are surrounded by oil booms.

Porvoo and in Helsinki. Ship’s Agent helps in other medical problems,
such as providing medicines.
CARGO OPERATIONS: The usual methods are applied in discharging
and loading. While discharging and loading the safety rules for Fortum
tank vessels and oil harbours shall be followed.
Crude oil can be discharged simultaneously at a maximumof 2 berths.
Berth 8 is used for benzene loading, capacity 500 cu.m./hr. and
propylene loading, capacity 400 cu.m./hr.
During cargo handling adequate crew shall be on board. A gangway
watchman is not required.

BALLAST: There are facilities for discharging ballast at oil berths.
However, discharging can be effected simultaneously only from2 berths.
The capacity of the ballast handling system of the refinery is
30,000 cu.m. and the maximum discharging rate at each berth is
1,000 cu.m./hr. Ballast over 5,000 cu.m. must be reported 48 hours prior
to arrival.
The harbour office collects a charge to cover treatment costs for
receiving ballast.
Berth No. 8: Flushing water for the tanks can be discharged provided
that the pollutants can be handled in the Fortum waste water treatment
system. In that case the capacity is 100 cu.m./hr.
DENSITY: 1006.
FRESH WATER: Drinking water can be supplied from:

The diesel oil can be delivered through product lines. Bunkers must
be ordered with 72 hours’ notice.
Bunkering at Berths No. 8 and 9 is by truck only.
REPAIRS: Only minor repairs can be effected following the safety rules
and with the permission of the harbour office.
GANGWAY/DECK WATCHMEN: Not required.
CUSTOMS ALLOWANCES: 200 cigarettes and 1 bottle wine or spirits
for each man.
REPATRIATION: Disembarking is possible. A foreigner needs a
passport. Distance to Porvoo is 20 km. (12.5 miles) and to Helsinki
45 km. (28 miles).
AIRPORT: There are daily flights from Helsinki – Vantaa Airport with
good connections all over the world. Distance to the airport is about
50 km. (30 miles).

REGULATIONS: In addition to the existing Finnish laws, statutes and
other regulations, the Port Regulations of Fortum Harbours must be
followed.
Some excerpts:
Entering the Harbour: Vessels carrying explosives or flammable liquids
or gases shall observe what has been separately laid down concerning
such cargo. The vessel shall show the prescribed caution sign in the
harbour area.
Traffic in the Port Area: In the port area the speed of the vessel shall
be according to the circumstances, so that no harm or danger shall be
caused to anyone. Oil booms, underwater jobsites etc. shall be passed
with special care. The maximum speed allowed in the port area is
6 knots, unless otherwise stated by the Harbour Office.
Berthing of the Vessel: Without urgent need, anchorage is prohibited in
the marked fairway, in the vicinity of the submarine pipelines or cables
or in any place where the vessel may disturb the traffic.
The vessel shall be moored alongside the berth appointed by the
Harbour Authorities and it shall not be removed without permission.
While berthing or unberthing or whilst moored at the berths therelevant
safety precautions shall be taken to avoid any damage to the berths.
All ships’ scuppers must be plugged or closed by mechanical means
so that no water, steam or dirt comes into contact with the berth or its
immediate vicinity.
A sufficient crew shall be maintained on board to ensure that the ship
can be removed, if necessary.
Prevention of Shallowing and Contamination of the Harbour: In the port
area it is prohibited to discharge oil or oil-emulsified water. In the Baltic
Sea the existing restrictions must be observed.
The jettisoning of garbage and refuse is prohibited in the port area.
The blowing of tubes and boilers of the ship while at the berth is
prohibited.
SAFETY: Safety regulations for Porvoo Harbour are delivered on board
during the vessel’s first call at the port.
GENERAL: Inspections: To avoid oil accidents, an inspection based on
the checking list is carried out before loading/discharging to find out the
preparedness of the vessel to act in an emergency.
Vessels loading/discharging oil products are surrounded by oil booms.
Inspections are carried out and loading/discharging is supervised by
the Loading Master, whose instructions must be followed. If he is not

Channel 13. Departing vessels must also give 2 hours’ notice.
Pilots board and disembark by pilot cutter (red) near RaaheLighthouse
(Lat. 64␥ 39' N., Long. 24␥ 13' 5" E.). Day and night service. Distance
from lighthouse to port is 6 miles.
ANCHORAGES: Vessels can anchor outside Raahe Lighthouse, depth
15 m. – 20 m. No anchorages inside breakwaters.
RESTRICTIONS: No restrictions on night entry.
MAX. SIZE: Max. sailing draft at MLW is 8.0 m.

GENERAL: Shipping Season: Normal shipping season for non-ice
strengthened vessels is May – December. During the rest of the year
icebreaker assistance is normally necessary and given only to ice
strengthened vessels.
Harbour basin stays free of ice throughout the year because of
factory’s warm cooling water.
The installations of the harbour are operated throughout the year.
Services: Lub. oil, drinking water, boiler water, provisions, stores,
launches, facilities to receive garbage and oily water and minor repairs.

Litter: Littering is forbidden. In such cases, harbour authorities will
activate the cleaning process and charge the ship for expenditure. All
garbage must be sent ashore.
Spirits: Selling of alcohol on board a cargo vessel is forbidden by the
law. Penalties in such cases are high.
Drunken workers will be relieved of their duties immediately.
Cameras: The steelworks area is private property. Photographing is
forbidden in the whole area. Exceptions may only be made by the owner.
Safety: All necessary precautions must be taken for the safety of the
workers.
A protective net must be placed under the gangway stretching about
2.0 m. over its lower part in order to prevent any falls.
Safety inspection is undertaken on ship’s arrival by stevedores.
Visitors: Visitors will be allowed into the harbour area if they have a pass
card signed by the ship’s Master and the security service of the factory.

SAIMAA CANAL: 60.34 N. 28.20 E. (See Plan)
APPROACHES: Approach Channels: The canal can be reached from
the international waters of the Gulf of Finland through an approach
channel South of Someri. The channel passes the Island of Vihrevoi and
continues, at the Island of Malyj Vysotski, as the Vysotski-Viipuri
Channel, from which the approach channel departs at a distance of
10 km. from Malyj Vysotski. The length of the approach channel from
the point of departure to the Brusnitchnoe Lock is 14 km. The distance
from the international water area to the Island of Vihrevoi is 94.5 km.
and the length of the section Vihrevoi-Malyj Vysotski 12 km. The total
length of the channel from the territorial waters of Russia to the
Brusnitchnoe Lock is thus 131 km.
Fromthe territorial waters of Finland the canal may be reachedthrough
the so-called coastal channel starting from the Finnish border at the
island of Santio and joining the above sea channel at the Island of
Vihrevoi. The length of the channel from the border to Vihrevoi is 49 km.
and the overall length to the Brusnitchnoe Lock is 85.5 km. The channel
and its refuge harbours have been marked on the Russian sea charts
Nos. 1131 and 1132 and on Finnish charts Nos. 11 and 12. The coastal
channel may also be used by vessels of other nationalities.
Canal: The length of the canal on the Finnish side of the border is
23.3 km. and that of the part on the Russian side 19.6 km. The overall
length of the Saimaa Canal is thus 42.9 km. The average difference in
the height between Lake Saimaa and the Gulf of Finland is 75.6 m. The
canal has 8 locks, the heights of fall of which range between 5.54 m.
and 12.69 m. Earth transports will use the 7 moving bascule bridges and
the 6 stationary bridges across the canal.
NAVIGATION SEASON: The natural open water season of the Saimaa
Canal lasts on average 211 days. Since most vessels navigating in the
Canal have been strengthened and inspected for navigation in ice, a
season of navigation of ten months has lately been reached, the season
beginning in early April and ending in January.
The opening and closing of the season of navigation on the Canal is
decided each year by the Finnish and Russian Saimaa Canal Delegates.
The opening will be announced not later than 1 day before the opening
day and the closing not later than 7 days before the closing day.
During the season of navigation the Saimaa Canal and the other deep
channels are kept open 24 hours a day.
PILOTAGE: Use of Pilot is compulsory in Russian territory: Pilotage in
the Russian water area is carried out by the Russian Pilot Service.
Pilotage is needed when using the channel between Vihrevoi –
Brusnitchnoe. All vessels must use Pilot on this channel section.
Pilotage on the Saimaa Canal: Pilotage on the section Brusnitchnoe –
the lock of Malkia is carried out by canal pilots subordinated to the Inland
Waterways District. All vessels, excluding small Finnish vessels less than
25 m. in length, shall use a Pilot when proceeding through the Canal.
The Inland Waterways District may grant upon application to a Master
of a vessel the right to navigate a certain vessel on the Canal without
a Pilot provided that the Master of the vessel has passed an examination
required for the purpose.
Advance Notice: Pilot must be ordered 12 hours in advance of point of
receipt of Pilot. In navigation from the Gulf of Finland the Pilot must be
ordered from the Viipuri Section of Inflot 12 hours before the arrival at
the Vihrevou Pilot Station. The order must be checked 4 hours before
the start of the pilotage. To avoid excessive work by the Pilot Service
and to eliminate delays special attention is to be paid to the accuracy
of the time the pilotage is to be started, particularly in the last notifications.
In navigation from the Lake Saimaa the Pilot must be ordered from
the Canal Office 6 hours before entrance into the Canal. The order must
be checked two hours before the pilotage is to be started.
In navigation fromthe Gulf of Finland a Canal Pilot need not beordered
separately. Similarly, a Russian Pilot for the approach channel need not
be ordered separately when the vessel proceeds from Lake Saimaa.
Pilotage in the water system of Saimaa: Pilotage in the water systemof
Saimaa is carried out by Pilots of the Inland Waterways District. The
order for Pilots shall be made 6 hours before the start of the pilotage to
the Pilot Stations of Lake Saimaa.
MAX. SIZE: The canal can be used by vessels with dimensions not
exceeding the following:
Length 82.5 m.
Beam 12.8 m.
Draft 4.35 m.
Height of mast 24.5 m.
The draft of a vessel in tow, however, shall not exceed 4.5 m. For
vessels larger than those mentioned above, a permit for navigation on
the canal may be granted upon application to the Inland Waterways
District.
The permit may contain regulations concerning the structure or
equipment of the vessel or special provisions pertaining to navigation of
the vessel on the canal such as good manoeuvrability, liability to wait
or speed restrictions.
The Inland Waterways District may also grant a vessel or equipment
with slightly larger dimensions, carrying exceptional cargo, a Trip Let
Pass for one passage through the canal.
The Rules and Regulations for Traffic on the Saimaa Canal also
contain more detailed directions – among others on the permissible
dimensions of vessels in tow and timber rafts using the open canal
sections.
NEW VESSELS: When designing new vessels, to be used also in traffic
through the Saimaa Canal, the designers are advised to consult the
main dimensions and the structure of the vessels with the Inland
Waterways District. The conditions of navigation in the canal depend,
first of all, on manoeuvrability, though certain other factors are also
important.
MAXIMUM PERMISSIBLE SPEED AND TIME OF PASSAGE: The
highest permissible speed on the actual channel of the Saimaa Canal
is 9 km./hr. for vessels with a draft greater than 3.9 m. For vessels
navigating on lesser drafts the speed is graduated within the limits of 9
– 15 km./hr. depending on the draft. In the lake parts of the Canal the

highest permissible speed varies between 15 – 18 km./hr. depending on
the size of the vessel. Detailed regulations available from the Canal
Office. The time of passage through the part of the Canal provided with
locks (mouth of the Canal on Lake Saimaa – Lock of Brusnitchnoe) is
5 – 8 hours depending on waiting time at locks caused by heavy traffic
volumes, and on size of vessels.
SIGNS AND SIGNAL LIGHTS: The sign system of the approach
channel of the Saimaa Canal, the canal and the channels on Lake
Saimaa is adequate to ensure safe navigation throughout the day, also
at night and in poor visibility.
The approach channel is provided with beacons, light buoys and signs
in accordance with the Lateral System. The signs have been erected
by Russian authorities. The illumination and the signalisation systems
of the Saimaa Canal are based on the same principles with beacons
and signs, but in the signal systemof the canal, sign lanterns, signboards,
line markers, water traffic signs and radar reflectors have been used.
The colour of sign lanterns is orange on the West bank and green on
the East bank of the canal. In marking of the lake channels of Saimaa
according to the Cardinal and Lateral System, leading and warninglights,
light buoys, range beacons, landmarks and signs have been used.
VHF: The Pilot radiotelephone network covers all stationary
radiotelephone equipment at all locks, at Pilot Stations and in the Traffic
Office at Mustola as well as portable radiotelephone apparatus used by
canal Pilots. The radiotelephone equipment of the canal Pilots operate
on Channel 11 of the international marine radio. The telephone of the
Brusnitchnoe Lock and the Lock of Malkia and the radio telephone in
the Traffic Office of the canal are also provided with a general calling
and safety Channel 16.
When approaching from the sea the vessel makes a radio contact
with the Brusnitchnoe Lock by using Channel 11. After this all radio
communications required by navigation on the canal also use
Channel 11. On Lake Saimaa, radio communications move over to
Channel 13 on which the traffic office of the Saimaa Canal and the Pilot
Station of Lauritsala are also able to operate.

Communications: When navigating in the Archipelago VTS area, all
vessels shall keep continuous listening watch on VHF Channel 71.
Information Service: The Information service is provided by broadcasting
information at regular intervals or when deemed necessary by the VTS
or at the request of a vessel, and may include for example reports on
the position, identity and intentions of other traffic; waterway conditions;
weather; hazards; or any other factors that may influence the vessel’s
transit.
Navigation Assistance Service: The navigational assistance service is
especially of importance in difficult navigational or meteorological
circumstances or in case of defects or deficiencies. This service is
normally rendered at request of a vessel or by the VTS when deemed
necessary.
Traffic Organisation Service: Traffic organisation concerns the
operational management of the traffic and the forward planning of vessel
movements to prevent congestion and dangerous situations and as
particularly relevant in times of high traffic density or when the movement
of special transports may effect the flow of other traffic. The service may
also include establishing and operating a system of traffic clearances of
VTS passage plans or both in relation to the priority of movements, the
allocation of space, mandatory reporting of movements in the VTS area,
routes to be followed, speed limits to be observed or other appropriate
measures which are considered necessary by the VTS Authority.
The VTS is authorised to issue instructions when necessary for the
safe navigation of vessels within its area. These instructions do not
encroach for safe navigation, or disturb the traditional relationship
between Master and Pilot.
VTS and Pilotage Procedures: Pilotage is compulsory as per the Finnish
Pilotage Act (Harbour Pilotage not compulsory as a rule).

PILOTAGE: Embark Pilot at Isokari or Uto Pilot Stations. Distance
through archipelago Isokari-Uusikaupunki 13 miles, Uto-Uusikaupunki
78 miles. Under normal circumstances first fairway recommended.
During Winter months, if ice-situation difficult in Gulf of Bothnia, traffic
goes via Uto.
Both Pilot Stations equipped with Channels 16 and 24, VHF
duplex-Channels 18, 20 or 22 and radar. Pilot-boat red, with letter ‘‘L’’
and fitted with VHF Channels 13 and 16. Pilot boards usually between
Sandback-Isokari, to where ‘‘Hauteri’’ light leads in line 134.5␥ –
314.5␥ (T). Notice of ETA at least 4 hours prior reaching station.

ANCHORAGES: Many areas of safe anchorages in Archipelago. Pilot
advises.
RESTRICTIONS: No entry restrictions. No tide. During North and East
winds sea-level can fall about 40 cm. below normal, which may
sometimes delay deep loaded vessels reaching port.
HEALTH: Pratique not necessary. In the event of any disease/fever on
board or in last port of departure, vessel has to inform before arrival,
hoist quarantine-flags, or in darkness 2 lights, red light above white,
showing all round horizon.

BERTHING: Kemira Quay: 340 m. long, owned by fertiliser factory
Kemira Oy, has depth 10 m. alongside, two 8 ton cranes, two discharging
pipes, one for discharging ammonia at minus 32␥C and one for sulphur
acid. Discharging capacity depending material 140-170 tons/hour/crane
and loading/discharging bags 45-50 tons/hour/crane.
Esso Quay: 40 m. long, owned by Oy Esso AB, depth in channel and
alongside 5 m. Terminal is used for discharging LP gas.
Telakka Quay: 140 m. long, owned by Uudenkaupungin Tyovene Oy,
has depth alongside 5 m.
Hepokari Pier: 3 quays, total length 450 m. Channel and alongsidedepth
8.5 m. There is a terminal for Ro-Ro traffic.
