Dr. Bernard Sklar has over 40 years of experience in technical design and management positions at Republic Aviation
Corporation, Hughes Aircraft, Litton Industries, and The Aerospace Corporation. At Aerospace, he helped develop the
MILSTAR satellite system, and was the principal architect for EHF Satellite Data Link Standards. Currently, he is head of
advanced systems at Communications Engineering Services, a consulting company he founded in 1984. He has taught
engineering courses at several universities, including the University of California, Los Angeles and the University of Southern
California. He has also presented numerous digital communications training programs to industry throughout the world.
Dr Sklar has published and presented scores of technical papers. He is the recipient of the 1984 Prize Paper Award from the
IEEE Communications Society for his tutorial series on digital communications. He is past Chair of the Los Angeles Council
IEEE Education Committee. His academic credentials include a B.S. degree in Math and Science from the University of
Michigan, an M.S. degree in Electrical Engineering from the Polytechnic Institute of Brooklyn, New York, and a Ph.D. degree
in engineering from the University of California, Los Angeles. He can be reached via email at: [email protected]
Dr Bob Stewart has been faculty in the Department
of Electronic and Electrical Engineering at the
University of Strathclyde, UK, since 1990. Since
1997 he has also been a part-time Visiting Professor
at the University of California, Los Angeles
Extension School where he presents short courses
on digital signal processing.
Dr Stewart’s research interests are in digital communications, 3G and
adaptive signal processing. Over the last 10 years Dr Stewart has
published one book, two CDs, and authored more than 120 journal,
conference and book chapter papers. He has presented many DSP
and communication short courses to industry in both Europe and the
USA. Dr Stewart is a Chartered Engineer, a member of the IEEE, the
IEE, and an officer of the European Association of Signal Processing.

Dr Maurice Schiff has 30 years experience in the areas of
digital communications and spread spectrum systems. He
is Vice President and Chief Scientist at ELANIX, Inc.,
where he is responsible for the technical specifications of
the company's products.
Dr. Schiff has worked extensively on spread
spectrum systems, and a variety of military data
links and DSP systems. He is a joint patent
holder on the synchronization system of the SINCGARS
tactical VHF-FM frequency-hopping communication
system. Dr Schiff has presented many short courses
on digital communications and is he is also part
time faculty at California State University,
Northridge.
