Editorial: In defense of Sir Jun

THE most maligned in the midst of the humanitarian situation in Bohol is Maribojoc Mayor Leoncio B. Evasco, Jr. all because of a claim by the Philippine Red Cross that he wanted to get their relief goods and insinuated that he wanted to gain political mileage from it. Maligned and insulted in social networking sites, Mayor Jun stood his ground, and rightfully so. The uninformed fed by the more uninformed are claiming this is about “epal”. It’s not. There is something wrong from the very claim of the Red Cross itself. We Dabawenyos have seen how local authorities were tapped to attend to the typhoon Pablo victims. We of Region 11 have known how lack of coordination with locals has deprived remote communities from getting much-needed help. It took the massive effort of civil society to bring to the national agencies’ attention that starving victims in hinterland villages, almost a month after typhoon Pablo. This time, the Red Cross in Bohol wants to do it all by themselves in Maribojoc, one of the hardest hit towns in rural Bohol. But of course, many will say Red Cross is adept at giving out humanitarian aid, and that is their job. How they can accomplish their job without knowing the terrain and the situation, however, is one big question that those who are quick to malign should first examine. Crisis Management has always involved coordination between locals and relief service institutions, the Red Cross included. To ensure that everyone gets a piece of the relief goods trickling in past the broken bridges and roads, there has to be a system in place. That will require knowing the barangays, where the people are, how many they are, and who were already recipients of earlier relief assistance. Mayor Jun wanted this. But no, he is accused of derailing relief operations for his personal aggrandizement. The people who know Mayor Jun for what he is are thus howling in outrage. Unfair. To the clueless, the ignorant, and the presumptuous, Mayor Jun have served the people more than any politician had. He started adult life in priesthood, saw the sufferings of the masses at the height of Martial Law and thus took up arms. He was enticed to join public service as officer in charge of the Davao City Engineer’s Office the year after Davao City Mayor Rodrigo R. Duterte’s first ever term as city mayor in 1989. He became the mayor’s chief of staff the following year until 1996. He then was made to head the City Economic Enterprise from 1996-1998 and served as chief of staff of Duterte in his first and only term as congressman in 1998-2001. Evasco returned as chief of staff of the City Mayor’s Office in 2001-2004, and copped his served to Davao again as OIC City Engineer from 2004-2007. He ensured smooth operations for the city and never hogging the limelight. He was just the white-haired taller than average man who was running the show; he was the white-haired man civil society groups worked with, he was the front-liner who came in to settle things in his softspoken style. He dodged acknowledgements and never demanded for one. He wore no political color, he was just the City Hall’s action man.

After almost two decades of service to Davao City, he decided to bring his expertise in local governance to his hometown in Bohol and thus run and won as municipal mayor of Maribojoc in 2007. This is his last term as town mayor. For two terms, he served his town well and the once unknown Maribojoc was battling it out with the big guys in terms of tourism, environment protection, heritage protection, but most of all, Maribojoc is one of very few rural towns who have a website where you can check out statuses of government projects and their accomplishment reports. Transparency is a keystone to Mayor Jun’s style of governance. As a result, in his two terms, he garnered for his rural town several awards among which was the Seal of Good Housekeeping given by President Benigno C. Aquino III in 2011. Maribojoc was the only town from Bohol that received such a seal, which is a recognition by the Interior and Local Government Department of excellent governance. His effort to ensure that everyone gets a piece of whatever comes is now called an attempt to hoard relief goods. Others are insisting he should just welcome everyone, never mind if these people prefer to choose whom they give help to. While another one likened the action to a party where someone will be bringing gifts intended for specific people. All saying, Evasco is wrong and bad. How fast people can malign without even understanding the extent of the problem. If this is how we interpret decisive leadership, then no wonder we do not have any inkling about what crisis management and humanitarian leadership means.

People’s Response: CLAN ASSISTANCE SYSTEM (CAS) In another blog and report, it was mentioned that the mayors or politicians have three or four advantages that make them more qualified to handle the Relief System in their respective towns, namely: 1) they know the place or terrain very well, 2) they know their own people, e.g., their needs, much better than the outsiders, 3) they have in their possession the more or less complete facilities to perform the relief operation, and 4) they most likely have the experience in previous calamities. Against Red Cross, Mayor Evasco of Maribojoc town, or any mayor for that matter, has the first advantage. Red Cross has a general expertise as to the needs of people, or victims, much more than any politician has because Red Cross has been there in almost all tragedies and not just in one town, but all over the province or nation! What advantage the mayor may have in point 2 is that he knows the names of the people more than Red Cross does, or who is to contact. In point 3 & 4, Red Cross and other experienced NGOs cannot be equaled. It cannot be denied though that a teamwork between LGU and NGO is better than anything else. Sadly, this is not the case with Maribojoc. What has become a lack of tact or a kind of disrespectfulness on the part of the mayor is when he made the impression that he would erase the Red Cross from the view of the people and therefore by default, make another impression that such help or assistance comes from the mayor!...which is not nice to think about. The problem with politicians is they are thief of the limelight, they steal the credit, they ride on as many occasions and opportunities, services and achievements where they had not worked hard for. That is where it is very ugly.

That is why donor individuals, or private groups are avoiding the politicians, despite the advantages of their terrain knowledge or what. THE PRESENT PRIVATE OR INDIVIDUAL DONORS ARE THINKING OF…. In this age of advanced communication and transportation system, Mayors do not have advantage over the individuals working alone or as a small groups to meet certain needs. I can attest to that as I am encouraging our people to USE THE BY CLAN APPROACH TO MEETING THE NEEDS OF THE PEOPLE, ON A CLAN BASIS. What is a clan? Answer: It can be the group of families stemming from one grandparents. So, it is composed of the grandparents, the parents, the children and grandchildren. You can expand the definition of a clan by including the great grandparents and their great grandchildren. Or you can expand the clan by including the sisters and brothers of your great grand parents and grand parents and their own great grand children, etc. It depends on you. Clan is bound by family name or blood relation. It is led by a father, or grandfather, or great grandfather. This is where both the politician and the NGO must salute as far as helping the clan is concerned. Here is why: 1) the Clan knows the terrain or route and location better. Even if some of its members are now living in the cities, yet they still have the access to better data and information; 2) the Clan knows its own members better, even if some members are no longer living close to each other; there still exists the better access; 3) the Clan has now the communication facilities, thanks to the cellular phones; transportation is not also a problem when a clan unites; 4) the Clan, being an aggrupation of families, do not lack the experience of emergencies. So what they only need to do is contribute and share such info to all members. Also, a clan can share its experience and advice to other clans. If and when the clan awakens and acts, meaning: some leaders stand as leaders, then, we can depend less on politicians and not worry too much nor blame them if they cannot or do not reach out enough or when we hear that only their fellow party members benefitted the donations. This is all a matter of love, e.g, who you love more. Love takes care. And so, let those who have the most love do it. If the clan has the greater love for its own, then, let them first do it, and the mayors and the Red Cross and the rest will only support, not take charge. Let there be in each clan, a leader or trustworthy coordinator to take charge and coordinate with each head (father) of its families. Let us not destroy the ancient family system God had installed in all societies, and let not democracy’s loveless system suppress or replace it. There is less love in democracy. There is however greater greed.

Decades, even centuries of evidence are before us. Politicians have never enriched a family other than theirs! They have only used other families as their milking cows, Thus, the masses composed of countless of families have suffered in poverty and helplessness. LOVE FOR THE CLAN MUST BE REBORN. AND WITH IT, LOVE FOR OTHER CLANS MUST ALSO BE REKINDLED. Long time ago, this was the case. The clan loved its own members. And each clan loved the other clans. So, there was no conflict between clans, but a happy co existence and exchange of whatever goods they had. The problem came when foreigners eyed the rich soil and minerals of the clans’ lands. What did these foreigners do? They brought in: 1) liquor, 2) cigarettes, 3) opium, 4) guns and 5) sowed the germ of intrigues and vices. With these tools, they were able to removed peace and cause clan wars or tribal conflicts. And so we have now hatred by one clan against the others. This was so especially when murder or rape was started. Another tool that the foreigners succeeded to bring to us is religion to make the foreigners look good or look as gods to us and for them to more easily control us. In their religion, they taught humility and obedience… to them… not necessarily to the Great Father and Spirit, although they made it appear that when you obey them and their god, you are obeying the true God. Not true. For we are now in the situation when we are beginning to see that living their religion, believing their teachings have led us to destroy the Creation of the True Father, namely: His forests, His springs, His rivers, His lands and soils, His seas, His airs… to the effect that we, His children, suffer diseases caused by a polluted or abused environment! We had been hoodwinked by these foreigners, or better to call them aliens, who took the riches and fats of the land, leaving us impoverished and weakened to the bones. For in reality, have these aliens made us healthy, with long life, and wealthy? If they had, then, they are the benevolent aliens. But if not, then, they are the bad guys. Therefore, as diseases and poverty and calamities and deaths increase in intensity, I am of the opinion that: 1) Satan is on the reign 2) the leaders in government and business et al are doing his will; 3) they are composed of 13 original families at the top, only 2,000 members; 4) they are organized and called Illuminati; 5) they are the implementers of Satan’s systems and agendas.

6) through their chemical system, they had made the land and soil, as well as air and waters very poor and even poisonous, thus 7) causing diseases and deaths and bankruptcies in a global scale never heard of before and never equaled in history. 8) while God’s system is a system of abundance (not to be mistaken as extravagance), e.g., His abundant rivers versus metered tap water operated by the municipal governments; His free fresh abundant air 80% of which is supplied by the planktons and 40% by the trees, instead of breathing oxygen-less and benzene-rich air in the cities or of being hooked to an oxygen hose in the hospital which has a meter and a cost! The Third Horseman of the Apocalypse is a pale horse master of metering:

This group of global elite calling themselves the Illuminati has been Satan’s fellow inventors of the system of RAW CAPITALISM which is based in greed, lust and greed, as opposed to ENLIGHTENED CAPITALISM which is based in divine all-encompassing love. Raw Capitalism made use of measurements, or meters (e.g., water meters, electricity meter, gasoline meters, daily wage system) to enrich the few who are in control and impoverished the majority and use it as their milking cows. In this meter system called raw capitalism, gone is the abundant (not extravagant) waters from the springs and rivers. Gone is the rice harvest where both old and new harvests meet. Gone is the day when there was true abundance and is replaced by a paradox of meter system extravagance. Think about that my brethren. And think of the 4 Horseman of the Apocalypse which symbolizes the results of the 3 horseman:
