Mercy Malaysia MERCY Malaysia was founded by Dr Jemilah Mahmood in 1999 in response to the conflict in Kosovo !indin" no pre#e$istin" or"anisation that could sponsor her to volunteer her medical services there% she and a "roup of friends re"istered MERCY Malaysia with the Re"istrar of &ocieties with the ob'ective ob'ective of providin" medical relief (or)in" with *elpin" *ands +&,% MERCY Malaysia then sent a total of five missions to Kosova to provide mobile medical care -hat same year% MERCY Malaysia sent relief teams to -ur)ey in response to the 1999 ./mit earth0ua)e n 2333% MERCY Malaysia provided medical assistance to the nternally Displaced 4ersons5D4s6 due to conflict in Malu)u% ndonesia -he year after saw the or"anisation respondin" to the medical needs of the survivors of the 2331 7u'arat earth0ua)e 8ater in 2331% MERCY Malaysia responded to the survivors of the Cambodia floods in Kampon" Cham n ctober 2331% the or"anisation sent a team to  ,f"hanistan to serve the D4s at refu"ee camps n 2332% MERCY Malaysia continued to deliver more medical relief and "rew its operations alon" the way -he or"anisation continued its presence in Kabul% and later e$panded its operations in  ,f"hanistan to run the only medical centre in &pin :ulda)% an area located appro$imately 133 )m away from Kandahar MERCY Malaysia then launched the Cambodia Relief !und to continue to support the relief efforts due to the floodin" in Me)on" -he or"anisation also be"an to receive more reco"nition and si"nificant fundraisin" and donations from e$ternal parties as it responded to the needs in 4alestine n 233;% MERCY Malaysia responded to the needs in :a"hdad% ra0 and sent its first team in January n !ebruary% MERCY Malaysia launched its China *umanitarian !und and sent a team in response to the <=#ma"nitude earth0ua)e which struc) a remote area of >in'ian" province in northwest China% near the border with Kyr"y/stan and -a'i)istan -a'i)istan n ,pril 233;% the MERCY MER CY Malaysia team were mista)en for hostile forces and was attac)ed in ra0% where Dr :aba Deni and Dr Jemilah were both in'ured in the incident May 233; saw MERCY Malaysia respondin" to international appeal from &ri 8an)a after the republic suffered its worst floods and landslides in <3 years -he si$#person team was deployed to southern &ri 8an)a to render critical medical and humanitarian aid to flood and landslide victims in Ratnapura% located about 133 )m south#east of Colombo -he year closed with another mission sent to Kerman% ran followin" the :am earth0ua)e which occurred on 2< December 233; -he nine#person team #includin" Dr :ubble% a

 

hospital clown doctor# provided medical and psycho#social support to the earth0ua)e survivors% and was stationed at the former talian !ield *ospital in :aravat% ? )m from :am

-he -ippin" 4oint 5233@6 n the early part of 233@% MERCY Malaysia continued its wor) in the conflict /ones% and launched a fundraisin" campai"n in collaboration with the Ministry of Education of Malaysia to provide schoolba"s for children in war#torn countries li)e 4alestine% ,f"hanistan and ra0 !or ra0 in particular% MERCY Malaysia allocated RM1 million in medical and humanitarian aid% and collaborated with slamic Relief to transport three truc)s of humanitarian aid to !allu'a MERCY Malaysia then responded to Aorth KoreaBs appeal for international aid followin" the train collision and e$plosion in Ryon"chon% where the three#person team brou"ht alon" medical supplies worth RM?3%333 n 233@% the or"anisation started "ainin" more reco"nition for its humanitarian wor)% receivin" five nominations for the A&-4#4wC Youn" *umanitarian ,ward% and in July% Dr Jemilah Mahmood was appointed the first president of Aational !ederation of Aon#7overnmental r"anisations for Disaster Relief Malaysia 5A!ADRM6 n the same month% MERCY Malaysia responded to a re0uest from the +nited Aations 5+A6 a"encies to lend medical assistance to the D4s in &udan ,fter the initial assessment% MERCY Malaysia )ic)#started the fundraisin" for the Maternity and Child *ealth Clinic for the women in El#7eneina in (est Darfur n addition% MERCY Malaysia also constructed shelters for relatives of patients at the El#7eneina *ospital% as well as a feedin" centre to cater to the patients nutritional needs Meanwhile% with the advent of winter in !allu'ah% the humanitarian wor) continues with the delivery of essential items to the nternally Displaced 4ersons 5D4s6 there% and MERCY Malaysia also concluded its rehabilitation of the bn ,l#uff *ospital and the ,l#Mansoor 4aediatric -eachin" *ospital in ra0 ,nother successful reconstruction pro'ect in :am% ran% was also officiated -he new health centre% financed by the people and "overnment of Malaysia% was desi"ned to cater for the citys 1;3%333 people and treat up to 233 patients a day Early December 233@ saw MERCY Malaysia respondin" to the humanitarian needs in the 4hilippines to assist the survivors of the tropical storms% which had left some 1%333 dead -he 233@ ndian cean earth0ua)e and tsunami was a ma'or tippin" point for the or"anisation (e were the first international or"anisation to arrive 5in ,ceh6 and it was publicised by the international media &uddenly% people realised there was MERCY Malaysia%F Dr Jemilah

-he earlier part of 233? was occupied with the humanitarian response due to the tsunami% and MERCY Malaysia readily admitted that the scale of the disaster had stretched their operations to the limits 4ublic support was overwhelmin"% and donations flowed in the form of financial assistance as well as donations in#)ind such as body ba"s and clothes n#)ind donations became unmana"eable at one point when irrelevant and unusable items were donated% and MERCY Malaysia had to appeal to the public not to loo) at the or"anisation as a dumpin" "round for unwanted "oods ,s part of the reconstruction effort for the tsunami survivors% the or"anisation provided seismic#resistant homes for the refu"ees from Kampon" (eu Raya and &ebun ,yu in 8ho) A"a% as well as rebuildin" the Meura$a Community *ealth Centre in :anda  ,ceh -he rebuildin" of the houses for the people of Kampon" (eu Raya proved to be a "ood learnin" e$perience for the or"anisation dentifyin" actual boundaries was a difficult tas)% as survivin" villa"ers had to delineate the plots of land where their houses used to be nce construction started% the team of ;3 s)illed villa"ers and 1=3 construction wor)ers from Medan mana"ed to build at a rate of one house a day% usin" shorea wood and concrete ri"inally desi"ned to be ;< s0uare metres% each unit was later e$panded to ?2 s0uare metres Discontentment arose amon" some of the villa"ers who wanted bric) houses or different desi"ns "iven by other A7s ,s the villa"e was rebuilt on its ori"inal site I about 23 minutes from the :anda ,ceh city centre in the north#west coastal area I it remained vulnerable to future disasters 4reparedness measures were needed% and a tsunami escape route was desi"ned to "uide the villa"ers towards the 0uic)est paths to safer% hi"her "rounds n March% MERCY Malaysia responded to the 233? &umatra earth0ua)e which struc) the Aias islands ctober saw the or"anisation providin" aid in response to the 233? 233= and :eyond n 233=% MERCY Malaysia also responded to Myanmar to aid the survivors of Cyclone Aar"is n 2339% MERCY Malaysia deployed two#member team to 4adan"% ndonesia to respond to the (est &umatran earth0ua)es n 2313% MERCY Malaysia wor)ed in partnership with Merlin +K to deliver aid in *aiti -hey also responded directly in the emer"ency phase to the earth0ua)e in Chile as well as the floods in 4a)istan n 2311% MERCY Malaysia deployed teams to war#torn &omalia% earth0ua)e rava"ed -ur)ey and also to aid those affected by the floods in -hailand n 2312% MERCY Malaysia had deployed teams into Ra)hine% Myanmar% where they distributed non#food items and established mobile clinics to help the D4Bs% to Mindanao%4hilippines to respond to those affected by both -ropical &torm (ashi and -yphoon :opha% and they had also sent in their assessment team to help &yrian refu"ees there MERCY Malaysia also launched its first official efforts in sustainable fundin" under the banner of &erin""it &ehari n 231@% MERCY Malaysia sent aid to 7a/a

 

The Governance n compliance with the &ocieties ,ct% MERCY Malaysia submits its accounts to an e$ternal e $ternal auditor% publishes its ,nnual Report for review and holds an ,nnual 7eneral Meetin" for all members% usually in the month of June of every year -he structure and "overnance of the society is outlined by the Constitution of MERCY Malaysia

&ecretariat 11% G-he &ociety shall have a &ecretariat consistin" of a E$ecutive Director  ,ccordin" to ,rticle 11% and a number of officers% all employed by the &ociety either on a permanent or contract basisG -he &ecretariat is responsible for e$ecutin" decisions made by the E$ecutive Council% where the E$ecutive Director reports to the E$ecutive Council on a re"ular basis -o avoid conflict of interest% no n o member of the E$ecutive Council shall at the same time be employed as a member of the &ecretariat -his distinction is also necessary as the E$ecutive Council are nominated by society members -he officers in the &ecretariat are employed by the or"anisation% and as such their relationship with the or"anisation is "overned by their employment contract and the 8abour 8aw of Malaysia
