ARCHITECTURAL CONTROL & COMPLIANCE COMMITTEE MEETINGS (ACCC)

munity Center, preschool room at 7 pm.

County on the Bradford Tree Replacement Program.
Do you have Bradford Pear Trees along the street that
you would like the County to remove (free of charge)
or did you get a replacement tree that has now died?
Please email Gloria Hynes, Montpelier resident and
Master Gardner, at [email protected] and
provide the following informaƟon:
1. address
2. the number of replacement trees that are dead
3. the number of old Bradford Pear trees that you
want the county to cut down.
For those who might not remember the program or
are new to the neighborhood, the Bradford Pear trees
are the flowering (white), many‐branched trees which
just finished blooming in April. They are charming
arching over our streets, but unfortunately they have
become a problem. The tree branches are weak and
unstable in windy or snowy weather. In past years we
have had streets blocked with broken branches and a
few cars have been damaged as well. The trees are
also invasive. In response to these issues, the County
started a program to remove the Bradford Pears and
replace them with a variety of other trees. Oaks, ma‐
ples, red buds, crepe myrtle, etc. were offered to
those who had diseased or damaged pear trees re‐
moved. The County partnered with a design company
to ensure that replacement trees were suitable for
the area, but homeowners were also allowed to re‐
quest trees from the list available.

The 2014 Annual Assessment is PAST DUE
Every person or enƟty who owns a home in Montpel‐
ier is a Member of the Montpelier Community Associ‐
aƟon. The Developer created covenants and re‐
stricƟons for each Lot owned within Montpelier. Each
current and subsequent Owner of such Lot by ac‐
ceptance of a deed therefor, whether or not it shall be
so expressed in any such deed or other conveyance,
shall be deemed to covenant and agree to pay to the
AssociaƟon:
a. annual assessments and charges; and
b. special assessments for capital improvements, such
assessments to be fixed, established, and collected
from Ɵme to Ɵme as hereinaŌer provided. (ARTICLE
V: COVENANT FOR MAINTENANCE ASSESSMENTS
SecƟon 1. CreaƟon of the Lien and Personal Obliga‐
Ɵon of Assessments)
Unpaid assessments are past due. The total now due
is $347.95 ($295 assessment, $50 administraƟve fee
and $2.95 interest per month). Assessments remain‐
ing unpaid in May will be turned over to the aƩorney
for collecƟon.

On April 5, 2014 Joe Sharpless passed away in Sun Lake AZ. Joe lived in Montpelier for over 25 years where he and
his late wife Nancy raised their daughter Carole. If you look at some of the "ancient" Marlin swim records in the 70
& 80's you may see Carole's records sƟll stand. She is one of our "original" Montpelier kids. Carole is Joe's only
immediate surviving family and she can be contacted on Facebook. DonaƟons in Joe’s memory can be made to:

President Bob Derrick called the meeƟng to order at 7:00
PM. There was a quorum to conduct business.
Secretary’s Report: Tricia Douville
The minutes of the January 2014 board meeƟng were
reviewed. Trustee KeaƟng made a moƟon to accept the
amended minutes. Trustee Mason seconded the moƟon
and it passed unanimously.
Treasurer’s Report: Lillian Fazio
• Trustee Fazio prepared the monthly statements which
were distributed.
• Trustee Fazio reported on the sale of a house on Twin
Hill and the request to seƩle delinquent assessment
fees. She reported that the offer did not cover the
MCA expenses or assessments and did not recom‐
mend accepƟng it. Trustee Fazio made a moƟon to
decline the offer and insist that all out‐of‐pocket fees,
including aƩorney’s fees (and any costs related to
release the lien), judgment, and assessments be paid
in full. Trustee SorrenƟno seconded the moƟon and it
passed with Trustee KeaƟng opposed.
• Trustee Fazio reported that a vacant house on Mont‐
pelier had finally been sold and a foreclosure went
through on a house on Valerie Lane.
ACCC: Michael Boddie, Chairperson (absent)
• Trustee KeaƟng reported that the ACCC reviewed the
Maryland laws regarding the installaƟon of solar collec‐
tors on homes in the state. As the laws protect the
homeowner’s right to install solar collectors on the
roof of their home, the ACCC will no longer require
prior approval as long as the installaƟon meets all
State and local laws. An announcement will be printed
in the next newsleƩer asking homeowners to merely
noƟfy the ACCC of the intent to install the solar collec‐
tors and the approximate date for installaƟon.
• The homeowner responded to the ACCC’s leƩer re‐
garding a 6 foot fence installed without prior approval.
The homeowner submiƩed the approval request and
explained other extenuaƟng circumstances and the
approval was granted.
• Trustee KeaƟng suggested that the Board consider
installing solar panels on the roof of the pool buildings
to offset some of the $12,000 which the associaƟon
spends on electricity. The board will look into this.
CommunicaƟons CommiƩee: Tony Fleming, Chairper‐
son
• Mr. Fleming reported increased interest in the Mont‐
pelier Facebook page. He encouraged the board to
post items on the website to keep the content fresh
and keep it current and useful.
• The website has lost one adverƟser and space is availa‐
ble. The rate is reasonable ($30 for two months) and
we can handle several more rotaƟng ads on the site.
FaciliƟes CommiƩee: Paul Buehler and Brad Gimbert,
Co‐Chairs
• The gazebo kits are $6,000 to $8,000. Trustee KeaƟng
suggested that the board could purchase the materials
and build this with volunteers for less money.
• Trustees Gimbert and Buehler are reviewing the play‐
ground equipment catalogue and will have recommen‐
daƟons.
• Trustee Buehler has found several more opƟons are
now available for a handicap liŌ at the pool.
• Trustee Buehler ask for the floor Ɵling to be extended
into the bathhouse showers this year.
Pool CommiƩee: Mary Derrick, Chairperson
Ms. Derrick reported on three bids for the management
contract at the pool. Lighthouse ($59,700), American
($59,000, plus an hourly rate for a third guard in August),
and Winkler (a lower bid, but it needed to be reviewed to
ensure they have the exact same scope or work). The
board asked the execuƟve commiƩee to review the bids
and scope of work and decide before the next board
meeƟng if the bids are finalized.
Social CommiƩee: Patricia Douville, Chairperson

• A 5K preliminary meeƟng was held by Mr. Arzayus, last
year’s organizer. The tentaƟve date for the event is
September 6, 2014. Trustee Mason will ask the police
to hold the date so they can provide similar support to
last years.
• The next event will be the Easter Egg Hunt on Satur‐
day, April 12.
Security CommiƩee: Richard Mason, Chairperson
• Trustee Mason distributed his report and introduced
commiƩee member, Nancy Stakem. Ms. Stakem plans
to aƩend the next CiƟzen’s Police Academy.
• Trustee Mason also distributed a memo on solicitaƟon

and asked that it be included in the next newsleƩer.
• The last Cops Coffee topic was about Adult ProtecƟve
Services. Call 211 for Maryland Human Service Agen‐
cies.
• The next CiƟzen’s Police Academy will start March 31
and lasts 12 weeks. An announcement was sent to
the community.
Traffic CommiƩee: Richard Mason, Chairperson
• Trustee Mason is working to get more people inter‐
ested.
• Homeowners wanƟng to keep their Bradford pear
trees will be allowed to do so when the program to
remove them comes back through Montpelier.
• Trustee Mason looked into lighƟng the MD Rt 197
Montpelier sign. It is owned by the MNCPPC and is on
Maryland State Highway right‐of‐way. He was told
that it is very difficult to get them to respond to a re‐
quest like this.
• Trustee Mason is looking into company’s interested in
electrifying Montpelier’s exisƟng gas lights.
• Trustee Mason has a list of streets with pot holes
which he will give it to the county. Homeowner’s can
call the county to report on potholes by calling the
311, County Click number.
• Many of the green Comcast Cable boxes are in bad
shape and are unsightly. Trustee Mason will contact
Comcast and ask them to fix them.
Tennis CommiƩee: Lillian Fazio, Chairperson
The Consumer Complaints Board told Trustee Fazio to
take MidAtlanƟc to Small Claims Court if they do not
repair the courts as promised; however, it does not ap‐
pear to be the appropriate venue for the associaƟon.
Welcoming CommiƩee: Rilla PoƩer, Chairperson
Ms. PoƩer has enjoyed reviving the Welcoming Com‐
miƩee and meeƟng new neighbors, but she announced
that she must pass the chair posiƟon on to someone
new. She will be happy to explain the duƟes and
stressed that it is an enjoyable task. Trustee Derrick
thanked her for reviving a commiƩee which promotes
such good will for the community.
The next board meeƟng will be held on Tuesday, March
11, 2014 at 7:00 PM at Deerfield RecreaƟon Center,
preschool room. The moƟon was made and seconded
to adjourn at 8:17 pm. The moƟon passed unanimously.

The meeƟng was called to order at 7:00 PM by M. Bod‐
die. The minutes of the January meeƟng, as transcribed
by M. Hughes, were amended. J. KeaƟng made a moƟon
to accept the amended minutes. B. Dennis seconded the
moƟon and it passed unanimously.
OLD BUSINESS:
12704 Silverbirch Lane – Repairs are not completed, but
the weather has been harsh. A leƩer will be sent to
the homeowner that the fine will be held in abey‐
ance unƟl April 1.
12203 Shadetree Lane – Homeowner acknowledged mis‐
take in installing a 6 foot fence without requesƟng
prior approval and submiƩed a complete approval
request and request for an excepƟon for a 6 foot
fence to increase security at the home. B. Dennis
made a moƟon to approve the request for a 6 foot
fence for security and given the extenuaƟng circum‐
stances, as explained in a leƩer from the homeown‐
er, no fine will be issued for proceeding without prior
approval. J. KeaƟng seconded the moƟon and it
passed unanimously.
New Business:
8805 Churchfield Lane ‐ Vivint Solar presented a request
on behalf of the homeowner for approval to install solar
panels on the roof. B. Dennis made a moƟon to approve
the request. M. Flowe seconded the moƟon and it
passed unanimously.
The ACCC reviewed the Maryland Statute allowing home‐
owners to install solar collectors on the roof of their
homes. B. Dennis made a moƟon to post the statute in
the newsleƩer and explain that ACCC approval is not re‐
quired as long as the roof mounted installaƟon conforms
to all State and local laws. J. KeaƟng seconded the mo‐
Ɵon and it passed unanimously. The ACCC would appre‐
ciate noƟficaƟon prior to installaƟon.
The ACCC secƟon assignments were amended.
The next meeƟng of the ACCC will be Thursday, March 6,
2014 at 7:00 PM at Deerfield Community Center. The
meeƟng adjourned at 7:45 pm.

President Bob Derrick called the meeƟng to order at
7:00 PM. There was a quorum to conduct business.
Secretary’s Report: Tricia Douville
• The minutes of the February 2014 board meeƟng
were reviewed. Trustee SorrenƟno made a moƟon
to accept the minutes. Trustee KeaƟng seconded
the moƟon and it passed unanimously.
• A complaint has been filed against the MCA over a
fence. A copy will be made available to all board
members. The MCA aƩorney is filing a moƟon to
dismiss.
Treasurer’s Report: Lillian Fazio
• Trustee Fazio prepared the monthly statements
which were distributed.
• Trustee Fazio reported that the house on Twin Hill
went to seƩlement and the MCA was paid for all
delinquent assessments, legal fees, and the current
2014 assessment.
• 404 out of 695 assessments have been paid to date.
• Our taxes were prepared and no payment is due.
• The Adopt a Marlin fees from last season ($250)
were deposited in the MCA account.
ACCC: Michael Boddie, Chairperson (absent)
• Trustee KeaƟng reported that Lawrence Taylor joined
the ACCC bringing the total members up to 6.
• Two neighbors complained about an excessive num‐
ber of cars being parked along the street at the group
home near their homes. They shared with the Board
that when they quesƟoned one of the occupants
they were told that training meeƟngs were being
held. The Board agreed that it was a maƩer for the
ACCC and their complaint would be registered with
the ACCC and it would invesƟgate for compliance.
CommunicaƟons CommiƩee: Tony Fleming, Chairper‐
son
• Membership in Nextdoor conƟnues to increase. We
have 165 “likes” on our Facebook page and 170 sub‐
scribers to the NextDoor email list (from 140 differ‐
ent households).
• Trustee Derrick asked for more of the community
events to be put on the website and board members
should provide content as well.
FaciliƟes CommiƩee: Paul Buehler and Brad Gimbert,
Co‐Chairs
Trustee Buehler is out of the country, but he wants to
meet with the commiƩee to discuss playground recom‐
mendaƟons, the liŌ for the pool and Ɵle in the show‐
ers. Trustee KeaƟng volunteered to price it with his
contacts.
Pool CommiƩee: Mary Derrick, Chairperson
Ms. Derrick reported on three bids for the manage‐
ment contract at the pool. Lighthouse ($59,700), Amer‐
ican ($59,000 with no extra guard in August), and Win‐
kler ($48,000, but it does not include the chemicals and
closes the pool on September 1.) Ms. Derrick noted
that the Lighthouse bid was $1,300 higher than last
year, but they have been reliable and responsive over
the past several seasons that they have had the con‐
tract. Trustee KeaƟng made a moƟon to choose Light‐
house to manage the pool this year. Trustee Douville
seconded the moƟon and it passed unanimously.
Social CommiƩee: Patricia Douville, Chairperson
• The next event will be the Easter Egg Hunt on Satur‐
day, April 12 with a Cake Walk.
• The Community Yard Sale will be Saturday, May 17.
The swim team will be asked if they want to do a car
wash on that day as well.
Security CommiƩee: Richard Mason, Chairperson
• Nancy Stakem reported on security issues to the
community while Trustee Mason was out on town.
She has a conflict and cannot aƩend the next CiƟ‐
zen’s Police Academy, but registraƟon is sƟll open.
• There have been no reported crimes in Montpelier.
ResidenƟal burglaries are up in the county.
• The police conducted a car seat safety check last
month.
• The Annual Police Night Out is August 5th.
• Trustee Mason invesƟgated the street parking issue
on Silverbirch and found there is nothing the Associa‐
Ɵon can do to restrict parking along the busy narrow
street.
Traffic CommiƩee: Richard Mason, Chairperson
• Trustee Mason called the county regarding potholes
on streets in Montpelier. Call 311 to report them.

• Trustee Mason contacted Infinity regarding the poor
condiƟon of the green cable boxes, but he was pessi‐
misƟc that they would do anything about it.
Tennis CommiƩee: Lillian Fazio, Chairperson
• A neighbor requested that two of the tennis courts be
painted with lines for Pickleball for $800. There is no
need to purchase special nets and the lines will be a
different size/color to disƟnguish them from the ten‐
nis lines. The game is easier to play than tennis and
can be played by all ages. There will be several “Learn
Pickleball” sessions planned by volunteers. Trustee
Fazio spoke to several tennis players and only two
were against the idea, but others did not mind and
suggested courts # 2 and 3 be painted. Trustee
KeaƟng made a moƟon that he would pay for one
court to be painted for Pickleball. Trustee Mason se‐
conded the moƟon. AŌer discussion, the moƟon was
amended by Trustee KeaƟng that courts 2 and 3 be
painted with Pickleball lines (he will sƟll pay for one).
Trustee SorrenƟno seconded the moƟon and it passed
unanimously.
• Trustee Fazio received no response to her leƩer
about fixing the cracks in the tennis courts and the
warranty from MidAtlanƟc. She filed a complaint with
the BeƩer Business Bureau.
Welcoming CommiƩee:
There has been no response to the request for a new
chairperson.
NEW BUSINESS
• Trustee KeaƟng requested our landscape contractors
provide bid to roll the walking path.
• Trustee KeaƟng reported that MaƩ and Adam’s Yard
Service had a contract with a 2‐year extension. No
other bids were received. Their bid increased $1300,
but it now includes several extra services that we re‐
quested last year and paid for separately. Trustee
KeaƟng made a moƟon to accept the proposal of MaƩ
and Adam’s Yard Service for landscaping services.
Trustee SorrenƟno seconded the moƟon and it passed
unanimously.
• The pool cover is weak in some places. Trustee
Gimbert will ask Lighthouse to take a look at it and if it
can be repaired. He will ask Mr. Dengler how old it is.
The next board meeƟng will be held on Tuesday, April 8,

TRAFFIC COMMITTEE REPORT
The pot holes on Montpelier streets are gradually being
repaired. The enƟre county needs the Public Works
aƩenƟon and commiƩee member Colleen Elliker is stay‐
ing in touch with them to get the remaining holes filled.
With the help of Councilwoman Mary Lehman, Colleen
has been successful in geƫng Comcast Cable to repair
most of the cable boxes on our right of ways.
Gloria Hynes has an update for the Bradford Pear Re‐
placement Program. Our County field inspector found a
total of 14 dead out of 829 trees planted in Montpelier.
These dead trees have been marked with white paint
and are scheduled for replacement this coming fall/
winter. The county is trying to help Montpelier home‐
owners realize the Bradford Pear Trees have reached the

The only reported crime in Montpelier the past two
months was US Mail theŌ. Thanks to one of our neigh‐
bors, a young "hooded" male was captured by the Coun‐
ty Police near the common grounds on 3‐24‐14. The
accused criminal had a knapsack full of mail. His father
suddenly appeared and was retained as an accessory to
the crime. The teen tossed some of the incoming mail
he stole on the path between the tennis courts and the
nearby houses. I picked up that mail which was given to
the addresses on the mail. The police turned the alleged
criminal over to the Postal Inspectors (Postal Police) who
will take over this case. All mail was returned to the ad‐
dresses. We also learned that mail was stolen from the
postal truck. The leƩer carrier was fired because there is
no tolerance for a mail truck leŌ unlocked. Police and
USPS strongly recommend that outgoing mail be brought
to the PO or to a mail box.
Maryland Comptroller Peter Franchot alerted taxpayers
to a new phishing scam aimed at garnering personal in‐
formaƟon from taxpayers. CiƟzens reported to the In‐
ternal Revenue Service (IRS) that a front posing as the
Taxpayer Advocate Service sent them the following
email: “Your reported 2013 income is flagged for review
due to a document processing error. Your case has been
forwarded to the Taxpayer Advocate Service for resolu‐
Ɵon assistance. To avoid delays processing your 2013
filing, contact the Taxpayer Advocate Service for resolu‐
Ɵon assistance.” In the email, there's a link to get con‐
tact informaƟon for the bogus "advocate" assigned to
the case. There is also a fake case number. ”Do not click
on any links or reply to the message," Franchot said.
Anyone who receives the message may forward the
email to the IRS at [email protected]. "The IRS and the
Comptroller's Office do not contact taxpayers in this
fashion, Franchot conƟnued, "and we do not ask people
to confirm their reported income online."
Thanks to all our residents who called 911 when they
saw a suspicious acƟvity. The County Police want to
know about these acƟviƟes. We also appreciate police
presence in our community.

acƟve in inspecƟng parks and trails. They encourage resi‐
dents to call 9‐1‐1 if they see illegal or quesƟonable ac‐

and their parents came out to enjoy one of the
first beauƟful days of Spring. They collected
eggs (over 900) hidden along the walking path,
around the tennis courts, in the playground and
in the playing fields. The Easter Bunny even
made an appearance (Thank you, Jacob Lami‐
rande!) The kids enjoyed a

races and guessed how
many candies were in con‐
tainers. But the highlight
was the Cake Walk! Many

not in the front yard.
The officers also emphasized the importance of recording
serial numbers of all your valuables and taking pictures of
unique items, especially jewelry. Record serial numbers
on the back of the printed picture. If you use electronic
data, make backup copies so that if your laptop or phone
is stolen, you have the serial number. Having this data
helps not only to recover the stolen items but speeds up
your homeowners insurance claim.
There were many Ɵmely emails from our Community
Police Officers that were emailed to the community on
our “Yahoo Group Email” and “Nextdoor Montpelier”
community email. Examples are the free ”Soberride” for
St. Patrick's Day, criminal wanted posters, free car seat
safety check, and a police blanket drive. Please sign up

Hi Neighbor,
HERB GARDEN—Last year I made a
concerted effort to plant several
Basil plants. I had already had suc-
cess with Oregano plants that had
come back for several years. In
September, I dried the Basil, as well
as the Oregano, and later blended
the two together. I have used good
quality spices for many years, but
never experienced the heady bou-
quet that has come from my kitchen blend. Of course, I
use it in all my Italian sauces, soups, shrimp dishes or
with mushrooms, garlic, or Italian parsley over steak.
Rosemary actually grows as large as hedges in Turkey. It
gives a savory scent when brushed up against. Roasted
baked chicken covered with Rosemary and olive oil along
with roasted red potatoes makes a grand Sunday meal.
Lemon Grass, Lavender, Fennel, Sage, Mint and Chives
all thrive in our climate. My friends from the Caribbean
as well as those from Africa "SEASON" their fish and
meat. Several of our neighbors plant Garlic and hot red
peppers used in Asian cooking.
In the Fall, I cut and dry the herbs, and use the coffee
grinder to reduce the dried leaves. Place in a fancy jar for
special Christmas presents. So find a sunny place, amend
the soil with cow manure or clay buster, choose your
herbs, plant and wait for fresh wonderful results.
BRADFORD PEAR TREES—We have to face the good, the
bad and the ugly facts concerning the Bradford pear
trees. The county chose this tree to be planted in our
subdivision because of it's resistance to disease over
forty five years ago. Since the county planted the trees,
they were responsible for pruning them. However, that
was not done and even if they had been pruned, the
trees grew too large with the branches that reached out
horizontally and broke or split aŌer heavy snows. The
wood of the tree is a soŌ wood and with age became
very briƩle. The other problem is that the branches bifur-
cate too early in it's growth resulƟng in branches very
low to the ground also contribuƟng to it's suscepƟbility
of fracturing branches.
Two years ago, the county chose to replace many of the
trees. Montpelier had more pear trees and the most
complaints about declining condiƟons, but everyone was
not happy. Several of the neighbors felt that the beauty
of the white blossoms in the Spring Ɵme jusƟfied leaving
the trees in place. Others felt the neighborhood would
lose some of it's charm. These arguments have merit,
however, the trees only have a
certain life span.
I am presently working with the
county and it is my contenƟon
that trees that were replaced and
died should be exchanged by the
contractor without addiƟonal cost
to the county, therefore not im-
pacƟng their decision to recƟfy
the current situaƟon. Those re-
sponsible in the county asked me
to be paƟent for budget or the lack of it will influence
their acƟons. The county should also reevaluate the con-
diƟon of the remaining pear trees. As residents, we too
have the responsibility to water the trees that the county
plants so let me know your opinion.
SPRING BULBS—Remember, last Fall I planted tulip bulbs
in pots and covered the pots with soŌ large hole neƫng
to prevent deer and criƩers from eaƟng them? Well, it
worked! The tulips are growing through the neƫng and
none of the pots have been disturbed.
PLANTING FOR SUCCESS—One of the best Ɵps I can
share with you is the proper way to plant new specimens
in the garden. Frankly, plants can be very expensive and
one puts great effort and expectaƟon in the plant
choice, so why not take the steps to success?
1. Dig a hole with sloped sides three Ɵmes as wide as the
root ball and no deeper than the root ball. Save the soil
and add equal parts mulch, Leaf Gro or planƟng mix.
2. Remove the plant from the pot. Soak the root ball in
water in a bucket of water for several minutes. If you find
the root ball hard and dry, soak over night.
3. Untangle any maƩed roots with a fork or culƟvaƟng
tool.
4. Place the plant in the hole so that the top of the root
ball is level with or slightly higher than the ground.
5. Fill in around the root ball with the amended soil.
6. Construct a shallow basin around the plant to hold
water.
7. Water thoroughly.

MCA Pool Rules and Regulations
The following rules and regulations have been established for the benefit, health and safety of all patrons of the
pool facility. These will help provide enjoyable recreation for all members and their guests. Pool Management or
the MCA Board of Trustees may institute new regulations at their discretion in the interest of safety. The follow-
ing are not intended to be all inclusive:
All MCA Members should ensure their children and guests
understand and observe all pool rules.
1. Please give the lifeguards and pool staff the respect they deserve. They are there for your protecƟon and
should never be considered babysiƩers. Children should not be leŌ at the pool unsupervised.
2. Parents and guardians are responsible for the behavior of their children. Members are responsible for the
behavior of their guests.
3. All children under age 8 must be conƟnually supervised by an adult while at the pool. You must be within
arm’s length of children that can not swim at all Ɵmes. This rule applies to children of any age.
4. A parent or childcare provider must remain with children in the wading pool area at all Ɵmes.
5. Appropriate swimsuits are required in the pool. No street shorts or cut-offs are allowed.
6. All swimmers are required to shower before entering the pool.
7. Individuals who appear to present a health hazard (i.e. contagious diseases, infecƟons, open cuts, bandaged
wounds) will not be allowed to use the pool.
8. Swim diapers are required for all children not completely toilet trained.
9. No running, pushing, or horseplay in the pool area.
10. Patrons will not use profanity or abusive language in the pool area.
11. SpouƟng of water by mouth and similar unhygienic acƟons are not permiƩed.
12. Swimmers may not sit, stand, hang, or play on pool ropes or lane lines.
13. No glass or breakable containers are permiƩed in the pool facility.
14. Bicycles must be parked in designated areas. Use of skateboards, scooters, roller blades and other like arƟ-
cles are prohibited in and around the pool area.
15. Smoking is strictly prohibited in the pool area which includes the front gate and Food Pavilion.
16. Food and beverages are allowed in designated areas. Patrons must deposit all trash in the proper recepta-
cles.
17. No diving into the pool except in the diving well. No floataƟon devices of any kind are permiƩed in the div-
ing well. Flips off the pool edge are prohibited.
18. Only one person allowed on the diving board at a Ɵme. Jump or dive straight out off the end of the diving
board, not off the side.
19. Divers must keep both their feet on the pool deck unƟl the previous diver has reached the ladder. Swim
directly to the ladder aŌer going off the board. Do not swim to the wall.

20. Tipping, rocking or use of pool chairs for other than their intended use is prohibited. Patrons are responsible
for any damage they cause by willful misuse of pool property.
21. The MCA and Pool Management are not responsible for lost, stolen, or damaged personal property. The
pool staff will hold “found” arƟcles for two weeks before disposing.
22. The pool will be open for all ages on the hour through 45 minutes past the hour. The last 15 minutes of each
hour will be reserved for “adults only” swimming. Patrons must be at least 16 years old to use the pool
during these periods.
23. Under no circumstances shall a member or guest enter the water without a lifeguard on duty.
24. No unauthorized entry into the gate office, guard room, or pump room is permiƩed.
25. Patrons must obey all posted rules.
26. The Pool Manager or Assistant Manager may close the pool at any Ɵme due to personal discreƟon, opera-
Ɵonal difficulƟes, or inclement weather.
27. Pool Management has the right to discipline anyone that refuses to follow the rules and regulaƟons of the
pool facility. They have been given the authority by the MCA Board of Trustees to enforce these rules.
28. No alcohol or drugs are allowed on the premises. Persons that appear to be under the influence of alcohol
or drugs will not be allowed on the premises.
Guest Policy and Procedure:
MCA members who are registered pool users, in good standing, may bring guests to the pool. A “guest pass” is
required for any non-member age 6 and over entering the pool and is good for the entire day.
1. Guest passes must be purchased at the pool in groups of 5 for $25.00. Bulk passes may be pur-
chased in groups of 25 for $87.50. Each pass is good for a one day pool admission. No single day
passes will be sold.
2. No cash will be taken at the pool. Only checks from the MCA member with a valid picture ID
(which includes their MCA address) will be accepted
3. All guests must be signed in and accompanied by the MCA member.
4. Guest passes do not expire and passes from previous years will be honored. The “Bonus Guest
Pass” issued for paying your assessment by March 31, 2014 and the “Bulk Passes” will expire at
the end of the 2014 swim season.
Age Requirement for Admittance:
(All results for proficiency swim tests must be registered with the Pool Manager.)
8 to 10 Years Old:
Member children who have passed our pool proficiency swim test may be supervised at the pool by an adult or
sibling age 13 and above, provided they too have passed our proficiency swim test.
11 to 15 Years Old:
Member children may enter without adult supervision provided they have passed our pool proficiency swim test.
Children who do not pass the swim test must be supervised by a member 13 or older, who has passed the profi-
ciency swim test.

The homeowner requesting approval of a project (requester) will contact the neighbor(s) residing on each side of his
home to obtain their concurrence or comments. In the event the requester resides on a corner lot, the neighbor re-
siding adjacent to his rear property line must be contacted. The neighbors residing across the street must also be

rence or comments is provided above. If the required neighbor approvals are not obtained by the requester the

The Architectural Control & Compliance CommiƩee (ACCC) is commiƩed to working with homeowners to ensure
covenant compliance in Montpelier. The ACCC can review approval requests between meeƟngs and when all
requested informaƟon is provided with the form, many approvals can be granted within a week of submission.
The Architectural Control & Compliance CommiƩee (ACCC) has received, and approved, many requests for installa‐
Ɵon of solar panels in the last year. While some of us may not like the look of solar panels on a house, the Mary‐
land Real Property Code (reprinted below) prohibits restricƟve covenants that impose limitaƟons on the installaƟon
of solar collecƟon panels on the roof of your home, provided that the owner owns or has a right for the exclusive
use of the roof. With this in mind, the ACCC will no longer require prior approval for installaƟon of roof-
mounted solar collectors provided that they comply with all State and Local laws. The ACCC requests
noƟficaƟon of the intent to install solar collectors and the approximate date for installaƟon. NoƟfica‐
Ɵon may be made by email, mail or submiƩed on an approval form.
