The Town of Canton will build upon the Canton Grasse River Waterfront Revitalization Plan by updating the 1978 Comprehensive Land Use Plan and creating a marketing plan for the Grasse River Blueway. The Town will also partner with the Towns of Oswegatchie and DeKalb and the Villages of Rensselaer Falls, Heuvelton and Richville to develop a Local Waterfront Revitalization Plan for the Oswegatchie River. These projects will protect natural resources and promote economic development and tourism.

The Town of Fine will partner with the Town of Clifton to implement projects from their joint Waterfront Revitalization Strategy. Projects will include construction drawings and installation of streetscape improvements at Clifton-Fine Municipal Golf

Course to improve the entrance and provide an eco-tourism visitors center. It will also continue the Clifton/Fine branding project by designing and installing wayfinding signs and developing marketing materials for both winter and summer sports. Grant funds will assist in the renovation of downtown mixed-use buildings in the Village. The project will create a public park space which will include an open community pavilion, public restrooms, a dock to provide access to the Grasse River, and a parking area. This project will provide a connection point between the waterfront and the Village downtown area and provide residents and visitors with improved access to the waterfront for various recreational activities including fishing, kayaking, and picnicking. Funds will be used to re-route sewer lines on Leroy and Pleasant Street and a water main on Pleasant Street to eliminate existing utility conflicts within the canal. Traditional Arts in Upstate New York will work with key regional partners, artists, scholars, and French-American residents to develop a plan for a coordinated presentation of the North Country's rich French-American heritage. Excelsior Jobs Program tax Credits will be reserved for future projects including business investments in targeted industries that are within the region and that create or retain jobs, create capital investment and are consistent with the Strategic Plan.
