SOCIAL INFRASTRUCTURE
The quality of life in any urban center depends upon the availability of and accessibility to quality
social infrastructure. Social infrastructure is planned in terms of population norms with stipulated
permissibility conditions and development controls. It includes the following heads.

SECURITY AND SAFETY
HEALTH
There are 23 types of Health units (facilities) in Delhi. The total number of health units is 1914 and
the number of beds is 30,667.
According to a WHO norm, 5 beds per thousand population should be provided. But according to
the currents statistics, the existing bed density per thousand population in Delhi works out to be
only 2.2. It is estimated that the total number of beds required in the year 2021 will be about
1,15,000.
In order to meet the requirements of the beds per population ratio, the following strategies are
proposed –
Number of beds to be increased by –
- Enhancement of FAR for various levels of health facilities.
- Promoting or rebuilding existing old hospitals.
- Shifting of contagious diseases hospitals from existing urban areas to the proposed
urban extension and using the space thus made available for general hospitals.
Essential provisions be made for Old Age Home-cum-Care Center for Senior Citizens and
Mentally Challenged to relieve pressure on general hospitals.
Premises of health facilities should include other medical streams like Ayurvedic or
Homeopathic medicine.
Health facilities to be developed in NCR to reduce burden on Delhi.

EDUCATION
The literacy rate in Delhi has increased from 75.3% in 1991 to 81.82% in 2001. Delhi has a
fairly elaborate network of educational institutions. At present there are 2416 Primary
schools, 755 Middle schools, 1576 Secondary schools, 114 General colleges, 8 Engineering
colleges, 4 Universities, 7 deemed universities and 1 Open University. However, there is a
deficiency, particularly in the field of school education. Also, employment and educational
requirements are undergoing a rapid change involving the development of new
professional avenues for specialized education.
There is a need for expansion because of the rapid developments taking place and
availability of very limited land. Hence there are policies and norms developed for
optimal utilization of land
Encourage integrated schools from Pre-Primary to Higher Secondary level rather
than allocating separate spaces for each.
Other educational activities like coaching centers and vocational training to be
permitted within schools after school hours.
Educational Institutions to be permitted to function in 2 shifts.
Schools and training centers for mentally/physically challenged to be proposed.

SPORTS FACILITIES
Sizeable sports facilities have been developed in the City by various agencies like the
Sports Authority of India (SAI), Delhi Development Authority (DDA), GNCTD, etc.
However there is an evident need for a properly planned and structured sports
infrastructure in the city which should also be able to take care of mega/ international
sporting events (CWG).
The existing facilities suffer from lack of full and proper utilization, and there are issues
related to maintenance and resources for the same.
Proposals –
Developing and prescribing planning and development control norms for optimum
utilization of the facilities to be developed.
Separate sports facilities at neighborhood level and city level have been proposed
with the aim of development of sports and play areas for all age groups.
Existing sports infrastructure to be upgraded and efficiently re-planned to provide
better facilities.
New play fields shall be developed in the vicinity of educational institutional and
landscape areas.
Suitable area of 200Ha reserved for international sports events.

CREMATION/BURIAL GROUND AND CEMETERY
Such areas need to be planned with proper parking and landscaping.
Plot area should be 0.4 ha per 5 lakh population for cremation grounds and 1 ha per 10 lakh

Key communication centers must be highly protected from natural disasters.
Standard type design layouts should be prepared for people to not waste time in getting approvals
of layout after disaster.

GUIDELINES FOR FIRE STATIONS
Fire station should be at a max travelable distance of 3-5 mins from any site.

Delhi is located in seismic zone IV which is high risk zone, building bye-laws need to be constantly
updated in order to safeguard against natural disasters
