The first question is what is meant by a ‘smart city’. The answer is, there is no universally accepted definition of a Smart City. It means different things to different people. The conceptualization of Smart City, therefore, varies from city to city and country to country, depending on the level of development, willingness to change and reform, resources and aspirations of the city residents. A Smart City would have a different connotation in India than, say, Europe. Even in India, there is no one way of defining a Smart City.Smart City Features:Quick accident relief: In case of accident or fault in a vehicle, people will get help in just one call. They will get help through CCTV too.Smart Traffic system: On the lines of London’s Smart Traffic System, people will get the information regarding heavy traffic in advance. At present, Bangalore has this system.Face Identification System to catch criminals: On the lines of Paris, the Smart City will have Face Identification System in place to catch criminals. The photos and DNA of criminals and suspects will be entered in computer and information will also be shared with other cities.

Smart City Features

•Better Public transport facility: To reduce traffic on roads, there
will be improvement in existing public transport system.

How Many Smart Cities in Each
State/UT?
The total number of 100 Smart Cities have been distributed
among the States and UTs on the basis of an equitable criteria.
The formula gives equal weightage (50:50) to urban population
of the State/UT and the number of statutory towns in the
State/UT. Based on this formula, each State/UT will, therefore,
have a certain number of potential Smart Cities, with each
State/UT having at least one. This distribution is given in
Annexure 2. The number of potential Smart Cities from each
State/UT will be capped at the indicated number. (This
distribution formula has also been used for allocation of funds
under Atal Mission for Rejuvenation and Urban Transformation AMRUT). The distribution of Smart Cities will be reviewed after
two years of the implementation of the Mission.

Scenario Of Delhi in smart City
For Delhi, the biggest curse has been unplanned urbanization. Failure
to deal with rampant unauthorized construction along with multiplicity
of authority has weakened any remote scope of “development through
blueprints”. In fact, the situation is so watertight that the land-owning
agency, Delhi Development Authority (DDA), has been unable to
acquire a single additional plot for over a decade now. Further, Delhi’s
population is expected to increase from 1.82 crore to 2.3 crore in just
six years. In such a scenario, the only way is to look beyond the
haphazardly developed city and focus on its fringes. The Land Pooling
or Land Assembly policy will play a pivotal role here as it would make
the concept of unauthorized colonies obsolete by bringing in
fundamental changes in acquisition and development of land. It is
expected that 20,000-25,000 hectares of land will be unlocked through
this policy, thereby resulting in the creation of 24 lakh houses.
